City of Genoa City Council met Jan. 8.
Here are the minutes provided by the council:
Mayor Brust called the meeting of the City Council to order at 6:30pm followed by roll call. Aldermen Freund, Stage, Winter, Braheny, Hughes and Roca were present. Aldermen Wesner and Pulley were absent. Quorum present.
Mayor Brust led the pledge of allegiance.
GUEST SPEAKERS – None
PUBLIC COMMENT – Chuck Slater came before the council to speak on behalf of the Masonic Lodge in Genoa. He was there to address a code violation within their building that they had been informed of by the city inspector. Brian Grainger also spoke at this time. Grainger originally had an item on the agenda, but it was removed a couple hours prior to the meeting due to him withdrawing his petition. City Attorney Cahill asked Mr. Grainger if, earlier in the day, he withdrew his petition seeking an amendment to the final planned development for Unit 3 of the Riverbend Subdivision, and he confirmed that he withdrew his petition. Grainger took this time to speak about his experiences working with the city and the events that led up to the creation of the petition.

CONSENT AGENDA
Alderman Braheny made a motion to approve of items 1-3 within the consent agenda, seconded by Alderman Freund. No further discussion. Aldermen Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.

NEW BUSINESS:
APPROVE A RADIO TRANSMITTER/RECEIVER SITE LEASE AGREEMENT WITH OPIQUAD, LLC
Alderman Winter made a motion to approve the site lease agreement, seconded by Alderman Stage. There was a brief discussion on this due to the reduction in rent going from $400 per month to only $100 per month. City Administrator Seguss explained that due to Opiquad’s low customer volume, they would most likely just remove their equipment altogether at the end of their agreement if this was not approved. No further discussion. Aldermen Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.
FUTURE ITEMS FOR DISCUSSION – Alderman Hughes mentioned that many residents have expressed their love for the seasonal downtown lighting around the trees and how they wish this could be all year round. Public Works Director Smith explained that they could look into doing a different kind of lighting year-round, but the lights around the trees wouldn’t work as the trees grow.
DEPARTMENT REPORTS
FINANCE:
Finance Director Tures mentioned that the city is working on the budget, so any budget requests/ideas need to be turned in to her as soon as possible.
PUBLIC WORKS:
Public Works Director Smith announced that the department just received notice that they are receiving the American Public Works Association Asset Management Award for the Fox Valley Branch. The Fox Valley Branch includes DeKalb, McHenry, DuPage, and part of Kane County. He also addressed pothole filling.
ADMINISTRATION:
City Administrator Seguss had nothing to report.
POLICE:
Chief Hathcoat had nothing to report on but mentioned the police department’s annual report will be presented at the next council meeting.
ANNOUNCEMENTS – None
CLOSED SESSION
Alderman Braheny made a motion to enter into closed session for the purpose of reviewing minutes of the previous closed session and for the purpose of discussing the purchase of property, seconded by Alderman Roca. No further discussion. Aldermen Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.
RECONVENE REGULAR SESSION
Alderman Roca made a motion to reconvene regular session, seconded by Alderman Stage. No further discussion. Aldermen Freund, Stage, Winter, Braheny, Huges and Roca voted yes. Motion carried.
Motion to adjourn the meeting of the City Council was made by Alderman Braheny, seconded by Alderman Winter. Voice vote was taken, all voted yes. Motion carried. Meeting adjourned at 8:03pm.
