A. AN ORDINANCE AUTHORIZING EXECUTION OF 2025 EXTENSION OF THE NORTHERN ILLINOIS PURCHASING COOPERATIVE (“NIPC”) 2020 INTERGOVERNMENTAL AGREEMENTS FOR THE PURCHASE OF POWER SUPPLIES AND OTHER GOODS AND SERVICES; WAIVING LOCAL BIDDING REQUIREMENTS FOR PURCHASES MADE THROUGH NIPC; AND AUTHORIZING PURCHASE AGREEMENTS MADE THROUGH NIPC

Genoa's current Intergovernmental Agreement (IGA) with Northern Illinois Purchasing Cooperative (NIPC) expired on January 31, 2025. Through NIPC, Genoa purchases electricity at prices much lower than could be obtained by one municipality alone. Currently the electricity for our water/wastewater operations and street lighting is supplied by the NIPC electrical aggregation contract with Dynegy. NIPC's current contract for electricity expires in May 2025. Once its members have renewed their NIPC memberships, the McHenry County Council of Governments (MCCG) will send a request for proposals (RFP) to various consultants on behalf of NIPC to solicit electric companies and manage the bidding for a new municipal aggregation electricity contract. Only prices lower than ComEd’s will be contracted through NIPC. This ordinance requests that Genoa renews its membership in NIPC to start this process.

B. APPROVE AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF GENOA, ILLINOIS, AND THE VILLAGE OF BURLINGTON, ILLINOIS AMENDING AND EXTENDING THEIR EXISTING JURISDICTIONAL BOUNDARIES AND FACILITY PLANNING AREAS AGREEMENT

The City of Genoa and the Village of Burlington have a boundary agreement that was put in place in 2005 with a term of 20 years. Within the packet is an IGA to extend the current agreement and additional 20 years, until April 4, 2045. This agreement maintains the same boundaries previously agreed to as neither community has grown towards the other since the 2005 agreement.

C. APPROVE AN ORDINANCE AMENDING VARIOUS SECTIONS OF THE MUNICIPAL CODE OF THE CITY OF GENOA

As part of the recent review of the titles of the Municipal Code, there are a couple sections in need of further consideration:

• Adding a requirement to install fencing around outdoor events that obtain an E (event) liquor license to contain alcohol consumed at beer gardens, festivals, etc.

• Removing license requirements for pool tables.

• Adding public safety requirements for liquor license holders – requirement to report illegal activity and participate in investigations, if necessary.

• Adding language to clarify that a solicitor’s license is not required for those under 18 selling for a school fundraiser or children’s organization, a political candidate, or nonprofit.

• Creating a definition for “motor driven cycles or scooters” and requirements for those under the age of 16.

• Amendments to Appendix A to align with changes to Title 6.

• Consolidating snow-route / winter parking language.
