11. Agreement With Dixon Engineering, Inc. And The City Of Genoa For Inspections For The Iron Filtration Plant Rehab, Not To Exceed, $3,250
The City of Genoa performed the construction management services for the iron filtration plant rehabilitation to reduce costs, however, City Staff cannot do welding and paint inspections. This agreement covers the costs of these inspection services. This project will still be under budget including the costs of inspections.
12. A Statement Of Work With Sikich To Perform The 2025 Annual Audit, Not To Exceed $26,960
The City of Genoa has contracted with Sikich since 1999 for audit services. Sikich provides auditing services to over 100 governmental clients, making them a prominent auditing firm in Northern Illinois. For 25 years, Sikich has provided excellent auditing services as well as outstanding resources regarding accounting issues. This year, the costs of these services amounts to $26,960, broken down below, which represents a 5% increase in their services from last year, in addition to a new report required – GASB 101. The cost for these services is largely attributed to the City of Genoa Fiscal Year Ended April 30, 2025 Audit, which is required by law. An audit of the Police Pension Fund and an opinion on GASB 101 are also required, which is included in the Statement of Work being considered. Also broken down below are additional services provided by Sikich, however, Staff does not anticipate engaging Sikich for. The $26,960 total does not include the other services provided.

A. Lead Service Line Replacement Project Funding Discussion – Darin Stykel, Fehr Graham Engineering
B. Approve An Ordinance Amending Title 9 Of The Municipal Code Of The City Of Genoa
City Staff has been reviewing individual Titles within the Municipal Code. In consultation with our City Attorney, Staff is looking for inconsistencies with current practices, policies, and/or State Law. This Ordinance amends Title 9, which regulates codes related to building, property maintenance processes, and flood control regulations. These changes were modified to reflect local communities regulations (flood control and moving houses) while property maintenance was amended to reflect current practice and the recently amended building codes.
C. Approve An Ordinance Amending Appendix A Of The Municipal Code Of The City Of Genoa
At a recent City Council meeting, there was a discussion regarding reducing the Golf Cart permit fee. After discussion, Staff drafted an ordinance to reflect conversation at the Council meeting – creating a renewal fee of $25 as opposed to all golf cart permit fees having a cost of $75.
