A. MOTION TO APPROVE THE CONSENT AGENDA THAT INCLUDES THE FOLLOWING ITEMS:

1. THE MINUTES FROM THE MARCH 5, 2025 CITY COUNCIL MEETING

2. THE MINUTES FROM THE JANUARY 8, 2025 EXECUTIVE SESSION MEETING

3. THE ACCOUNTS PAYABLES DATED MARCH 15, 2025

VII. NEW BUSINESS

A. APPROVE AND AUTHORIZE THE PUBLIC WORKS DIRECTOR TO EXECUTE A SUBAWARD AGREEMENT WITH MORTON ARBORETUM FOR A $15,000 GRANT FOR REFORESTATION AND INVASIVE SPECIES REMOVAL

The City of Genoa has been awarded $15,000 through the USDA Forest Service and Illinois Department of Natural Resources Urban and Community Forestry Partner Grant, administered by The Morton Arboretum. This funding supports tree inventories, planting, and invasive species removal. To receive funds, the City must sign and submit all agreements by March 25, 2025. Work must begin after execution and be completed by August 1, 2026.

B. APPROVE AN ORDINANCE AMENDING THE CITY OF GENOA’S FISCAL YEAR

Staff is recommending the City Council change the City’s Fiscal Year from May 1 – April 30th to January 1 – December 31st. This is more conducive for construction projects and estimating revenues with more and more municipalities amending their fiscal years. After approval, the next budget cycle will run from May 1 – December 31st with the first full amended budget cycle beginning January 1, 2026 and running to December 31, 2026.
