• County Board Member - District 12: Rebecca Johnson appointed immediately to fill the unexpired term of Jerry Osland until November 30, 2026.

• County Board Committees: Rebecca Johnson appointed immediately to the County Board’s Finance & Administration and Planning, Zoning & Development Committees until November 30, 2026.

• DeKalb Community Fire Protection District: Dave Lambert reappointed for a three-year term beginning May 1, 2025 and expiring April 30, 2028.

• Shabbona Community Fire Protection District: Richard Lockowitz appointed for a three-year term beginning May 1, 2025 and expiring April 30, 2028.

a. Ordinance O2025-04—An Ordinance Approving a Zoning Map Amendment to Rezone a 4- Acre Property Located at 18919 Pritchard Road in Cortland Township from A-1, Agricultural District to PD-C, Planned Development - Commercial District.

BMAC Properties has filed a petition to rezone the 4-acre property located at 18919 Pritchard Road from A-1, Agricultural District to PD-C, Planned Development - Commercial District to allow for the establishment and operation of a construction company. The required public hearing for the Map Amendment was conducted by Hearing Officer Dale Clark on March 6, 2025. Mr. Clark has made his findings of fact and recommended that the Map Amendment be granted with conditions. (Petition CO-25-02)

Committee Action: The Planning, Zoning & Development Committee considered Ordinance O2025-04 on March 26th and forwarded the Ordinance to the County Board with a favorable recommendation by a voice vote, with all votes cast in the affirmative.

COUNTY HIGHWAY COMMITTEE

a. Resolution R2025-036—A Resolution Awarding the 2025 Seal Coat Project to Steffens 3-D Construction in the Amount of $1,348,456.70.

For the bid opening on March 31, 2025, Resolution R2025-036 awards the low bid meeting specification out of two bidders to Steffens 3-D Construction of Toluca, Illinois in the amount of $1,348,456.70. The estimate of cost was $1,608,267.59.

Committee Action: The Highway Committee considered Resolution R2025-036 on April 3rd and forwarded the Resolution to the County Board with a favorable recommendation by a voice vote, with all votes cast in the affirmative.

b. Resolution R2025-037—A Resolution Awarding the 2025 Pavement Marking Project to Precision Pavement Markings, Inc. in the Amount of $277,829.60.

For the bid opening on March 31, 2025, Resolution R2025-037 awards the low bid meeting specification out of three bidders to Precision Pavement Markings, Inc. of Pingree Grove, Illinois in the amount of $277,829.60. The estimate of cost was $297,563.50.

c. Resolution R2025-038—A Resolution Awarding the 2025 Rejuvenator Project to Corrective Asphalt Materials, LLC in the Amount of $199,326.04.

For the bid opening on March 31, 2025, Resolution R2025-038 awards the low bid meeting specification out of one bidder to Corrective Asphalt Materials, LLC, of South Roxana, Illinois in the amount of $199,326.04. The estimate of cost was $204,227.50.

For the bid opening on March 31, 2005, Resolution R2025-039 awards the low bid meeting specification out of three bidders to Ace In the Hole, Inc., of Hanna City, Illinois in the amount of $83,629.19. The estimate of cost was $150,740.15.

m. Resolution R2025-048—A Resolution to Designate Glidden Road, from IL Route 64 to IL Route 72, as a Class II Truck Route.

This Resolution is to execute the appropriate a resolution to designate County Highway 05, Glidden Road from Illinois Route 64 to Illinois Route 72, a distance of 6.53 miles, as Class II Truck Route highways under the Truck Access Route Program (TARP) funded with the State of Illinois.

n. Resolution R2025-049—A Resolution in Support of a Vision Zero Action Plan Approach for Road Safety.

This Resolution is to implement and support a DeKalb County Vision Zero Action Plan, to work on an equitable approach as partners with the community to reach an eventual goal of zero fatalities and severe injuries using the Safe System Approach. This plan is to support and align with the Illinois State Strategic Highway Safety Plan & the USDOT’s National Roadway Safety Strategy and Safer Roads for All.

EXECUTIVE COMMITTEE

a. Resolution R2025-050—A Resolution Approving the Payment of County Claims for April 2025, and Off-Cycle Claims Paid During the Previous Month, Including All Claims for Travel, Meals, and Lodging, in the amount of $ 8,266,709.48.

Due to the Finance & Administration Committee not holding a meeting in April, this item has is being brought forward to the Executive Committee for consideration.

Committee Action: The Executive Committee considered Resolution R2025-050 on April 9th and forwarded the Resolution to the County Board with a favorable recommendation by a voice vote, with all votes cast in the affirmative.

b. Resolution R2025-053—A Resolution Authorizing the Procurement of an Air Conditioner Coil for the DCRNC Rooftop Unit from Service Concepts Inc. of Genoa, Illinois in the Amount of $35,610.00.

On March 19th, 2025, the County Board approved Resolution R2025-032 which authorized the procurement of an Air Conditioner Coil for the DCRNC Rooftop Unit above the Administration portion of the building. Due to market factors, the contractor withdrew their bid due to current market conditions. The DCRNC Maintenance Supervisor has obtained three additional quotes with the lowest responsible quote being from Service Concepts inc of Genoa, Illinois in the amount of $35,610.00. Resolution R2025-053 repeals Resolution R2025-032 authorizes the procurement of the air conditioner coil from Service Concepts inc.

Committee Action: The Executive Committee considered Resolution R2025-053 on April 9th and forwarded the Resolution to the County Board with a favorable recommendation by a voice vote, with all votes cast in the affirmative.

c. Resolution R2025-054—A Resolution in Support of the Illinois America250 Commemoration.

On February 11th, 2025, the DeKalb County History Center provided the Committee of the Whole with an overview of the Illinois America250 Commemoration and the History Center’s plan for the Commemoration within DeKalb County. Resolution R2025-054 declares the County’s support for the Illinois America250 Commemoration initiatives.

Committee Action: The Executive Committee considered Resolution R2025-054 on April 9th and forwarded the Resolution to the County Board with a favorable recommendation by a voice vote, with all votes cast in the affirmative.
