City of Sandwich City Council met April 7.
Here are the minutes provided by the council:
1. Call to Order: Mayor Latham called the meeting to order at 7:52 PM
2. Roll Call
Present: Mayor Latham, City Clerk Ii, Aldermen Arnett, Erickson, Fritsch, Johnson, Littlebrant, Robinson & Whitecotton
Absent: Alderman Kreinbrink
Also present: City Attorney Gottschalk, City Administrator Penman, Police Chief Senne & SEMA Director Eberle
Quorum established
3. Audience Comments: None
4. Consent Agenda:
Motion to adopt the Consent Agenda as a whole. (All matters listed are considered to be routine by the City Council and will be enacted by one motion. If discussion is desired, that item will be removed from the Consent Agenda and considered separately).
A. Approval of Committee-of-the-Whole Meeting Minutes of March 3, 2025
B. Approval of Minutes for the Regular Council Meeting of March 17, 2025
Motion made by Alderman Fritsch, and seconded by Alderwoman Erickson, adopting the consent agenda. Motion passed unanimously on voice vote.

6. Attorney’s Report: None
8. City Clerk Ii commented on raising licensing fees discussed during the Committee-of-the-Whole Meeting that the City consider raising video gaming fees. It had been discussed in previous years to raise the licensing fee in increments. The current license fee is $125/machine.
9. Treasurer’s Report: Vacancy
10. City Administrator Penman reported that he has been in contact with the engineering firm regarding the Main Street project. A public meeting as well as a pre-construction meeting will be scheduled in the future.

13. Old Business:
A. Award Demolition Contract: Motion to award the contract for demolition of structure at 724 N. Main Street to Anthem Excavation & Demolition of Itasca, IL, in the amount of $34,765.00.
So moved by Alderwoman Johnson, and seconded by Alderman Fritsch. Aye: Aldermen Arnett, Erickson, Fritsch, Johnson, Littlebrant, Robinson & Whitecotton Nay:0 Motion carried 7:0
B. Downtown Street Lighting Project Bids: Motion to reject all bids received for the downtown Street Lighting Project.
Motion made by Alderwoman Erickson, and seconded by Alderman Littlebrant. Aye: Aldermen Arnett, Erickson, Fritsch, Johnson, Littlebrant, Robinson & Whitecotton Nay:0 Motion carried unanimously
C. Purchase Squad Car: Motion confirming the authorization to purchase a squad vehicle for $64,383.63 as previously discussed at the February 3, 2025 Committee-of-the-Whole meeting.
Alderman Erickson made the motion confirming the authorization to purchase. Alderman Arnett seconded. Aye: Aldermen Arnett, Erickson, Fritsch, Johnson, Littlebrant, Robinson & Whitecotton Nay:0 Motion carried 7:0
D. Solar Farm Fees: Motion approving Solar Farm fees as presented at the COW meeting previously held. No discussion followed.
So moved by Alderwoman Johnson, and seconded by Alderman Littlebrant. Aye: Aldermen Arnett, Erickson, Fritsch, Johnson, Littlebrant & Robinson Nay: Alderman Whitecotton Motion carried 6:1
E. Wastewater Treatment Plant Change Order #5: Motion for approval of Change Order #5 for the Wastewater Treatment Plant resulting in an increase of $32,251.00. No further discussion.
Motion made by Alderman Littlebrant approving the increase of $32,251.00. Alderman Whitecotton seconded. Aye: Aldermen Arnett, Erickson, Fritsch, Johnson, Littlebrant, Robinson, and Whitecotton Nay:0 Motion carried unanimously
13. New Business:
A. Monthly Bills: Motion requested authorizing payment of invoices as recommended by the Finance Committee, in the total amount of $259.179.16. Alderman Robinson raised concerns about vendors charging a service fee for individual inspections even though all sites are under the same roof (such as Opera House and City Hall). He also asked that per diem for meals be followed according to policy.
Alderwoman Johnson moved authorizing payment of invoices, as presented, totally $259,179.16. Alderman Littlebrant seconded. Aye: Aldermen Arnett, Fritsch, Johnson & Littlebrant Nay: Aldermen Erickson, Robinson & Whitecotton Motion carried 4:3

A. Next Finance Committee Meeting will be held on Monday, April 21st, 2025 at 6:30 PM
B. The next Committee-of-the-Whole Council Meeting will be held on April 21st, 2025 at 7:00 PM followed immediately by the Regular Council Meeting.
C. The next Special Budget Committee-of-the-Whole Meeting will be held on Monday, April 21st, 2025 at 7:00 PM
16. Adjournment: Motion made by Alderwoman Johnson to adjourn at 8:02 PM. Motion was seconded by Alderwoman Erickson. Motion passed unanimously on voice vote.
