The DeKalb County Forest Preserve District Commissioners met in regular session at the Legislative Center’s Gathertorium on Wednesday, April 16, 2025 at 8:04 p.m. President Frieders called the meeting to order, and the Secretary called the roll. Those present were Commissioners Patrick Deutsch, Meryl Domina, Laurie Emmer, Benjamin Haier, Rhonda Henke, Laura Hoffman, Tim Hughes, Savannah Ilenikhena, Rebecca Johnson, Kathy Lampkins, Jim Luebke, Elizabeth Lundeen, Joe Marcinkowski, Michelle Pickett, Roy Plote, Chris Porterfield, Vice-President Webb, Tim Bagby, Scott Campbell, Kim Coovert, Mary Cozad,
Rukisha Crawford, and President John Frieders. Commissioner Terri Mann-Lamb was absent. A quorum was established with twenty-three Commissioners present and one absent.
APPROVAL OF AGENDA
Motion
Crawford moved to approve the agenda as presented and Haier seconded the motion. Voice Vote
The President called for a voice vote to approve the agenda as presented. The motion carried.
APPROVAL OF MINUTES
Motion
Lampkins moved to approve the minutes of the March 19, 2025 meeting as presented. Campbell seconded the motion.
Voice Vote
The President asked for a voice vote on the approval of the minutes. The motion carried.

STANDING COMMITTEE REPORTS Resolution FP-R2025-006: A Resolution Approving the Payment of Forest Preserve Claims for April 2025, and Off-Cycle Claims Paid During the Previous Month, Including All Claims for Travel, Meals, and Lodging, in the Amount of $161,133.95

Plote moved that the DeKalb County Forest Preserve District Commissioners do hereby approve the payment of Forest Preserve claims for April, and off-cycle claims paid during the previous month, including all claims for travel, meals, and lodging in the amount of $161,133.95. Ilenikhena seconded the motion.
Roll Call Vote
A roll call vote was taken on the motion to approve the District’s April Claims. Those voting aye were Commissioners Deutsch, Domina, Emmer, Haier, Henke, Hoffman, Hughes, Ilenikhena, Johnson, Lampkins, Luebke, Lundeen, Marcinkowski, Pickett, Plote, Porterfield, Webb, Bagby, Campbell, Coovert, Cozad, Crawford, and President Frieders. The motion carried 23-0-1.
Resolution FP-R2025-007: A Resolution Approving and Supporting the G2K Trail Building the Future Grant Application

Plote moved that the DeKalb County Forest Preserve District Commissioners hereby approve and support the execution and submission of the G2K Trail Surfacing Building the Future Grant application by the DeKalb County Forest Preserve District. Porterfield seconded the motion as presented.
Voice VoteA voice vote was called for to approve the motion as presented. The motion carried.
