7. Approval of Appointments for this Month:

• Regional Planning Commission: Denny Sands (Shabbona) appointed for a three-year term beginning April 1, 2025 and expiring March 31, 2028.

• Regional Planning Commission – Alternates: Frank Ottengheime (Shabbona) appointed for a three-year term beginning April 1, 2025 and expiring March 31, 2028.

• Stormwater Management Committee:

o Kevin Bunge reappointed for a two-year term beginning July 1, 2025 and expiring June 30, 2027.

o Mark Bushnell reappointed for a two-year term beginning July 1, 2025 and expiring June 30, 2027.

8. Reports of Standing Committees with Ordinances & Resolutions

PLANNING, ZONING & DEVELOPMENT COMMITTEE

a. Ordinance O2025-09—An ordinance approving a Special Use Permit to operate a construction business on property located at 6139 South Malta Road, in DeKalb Township. The subject property is zoned A-1, Agricultural District.

Juan Gamez and Gabriela Quintero are seeking approval to operate their construction business, Gamez Construction Inc., on their property located at 6139 South Malta Road, in DeKalb Township. The subject property is zoned A-1, Agricultural District, and the operation of such a business in the A-1 District requires the approval of a Special Use Permit. The required public hearing for this Special Use Permit was conducted by Hearing Officer Dale Clark on May 6, 2025. Mr. Clark has made his findings of fact and recommended that the Special Use Permit be granted with conditions. (Petition DK-25-06)

Committee Action: The Planning, Zoning & Development Committee considered Ordinance O2025-05 on May 28th and forwarded the Ordinance to the County Board with a favorable recommendation by a voice vote, with all votes cast in the affirmative.

COUNTY HIGHWAY COMMITTEE

a. Resolution R2025-064—A Resolution approving Local Agency Intergovernmental Agreements for the provision of joint salt purchasing through DeKalb County.

This Resolution is to necessitate Intergovernmental Agreements with local agencies that desire Dekalb County to participate with the State of Illinois through the CMS solicitation for the bulk rock salt joint purchase master contract. This will authorize executing those IGA’s receive to date.

Committee Action: The Highway Committee considered Resolution R2025-064 on June 5th and forwarded the Resolution to the County Board with a favorable recommendation by a voice vote, with all votes cast in the affirmative.

HEALTH & HUMAN SERVICES COMMITTEE

a. Resolution R2025-065—A Resolution Authorizing the DCRNC Administrator to Execute the Hospice Routine Services and Hospice Respite Services Agreements with St. Croix Hospice on behalf of the DeKalb County Rehab and Nursing Center.

Resolution R2025-065 authorizes the DCRNC to enter into a Hospice Routine Services Agreement with St. Croix Hospice. This agreement has been reviewed by Staff and the State’s Attorney’s Office.

Committee Action: The Health & Human Services Committee considered Resolution R2025-065 on June 2nd and forwarded the Resolution to the County Board with a favorable recommendation by a voice vote, with all votes cast in the affirmative.

FINANCE & ADMINISTRATION COMMITTEE

a. Resolution R2025-066—A Resolution Authorizing the DeKalb County Community Mental Health Board to Administer the DeKalb County’s Opioid Settlement Funds on Behalf of the County Board.

In 2022, more than 3,000 Illinoisans died of Opioid Overdoses. To hold companies responsible for their roles in the opioid crisis, the Illinois Attorney General has engaged in multiple investigations, lawsuits, and settlements with opioid manufacturers, distributors, and chain pharmacies. The funds from the settlements will support recovery in communities hardest hit by the opioid crisis and throughout the state.

DeKalb County has received close to $700,000 in funds related to the Opioid Settlements. Through the budget process, the DeKalb County Board has created a special revenue fund (Opioid Settlement Fund) from which the distribution of those funds can be administered. Throughout the State of Illinois, several mental health boards manage their respective area Opioid Settlement funds due. These boards have established grant programs that successfully distribute, manage, and evaluate the use of opioid settlement funds.

Resolution R2025-066 authorizes the DeKalb County Community Mental Health Board to administer DeKalb County’s Opioid Settlement Funds on behalf of the DeKalb County Board.

Committee Action: The Finance & Administration Committee considered Resolution R2025-066 on June 4th and forwarded the Resolution to the County Board with a favorable recommendation by a voice vote, with all votes cast in the affirmative.

c. Resolution R2025-067—A Resolution Approving the Payment of County Claims for June 2025, and Off-Cycle Claims Paid During the Previous Month, Including All Claims for Travel, Meals, and Lodging, in the Amount of $6,606,113.53.

Committee Action: The Finance & Administration Committee considered Resolution R2025-067 on June 4th and forwarded the Resolution to the County Board with a favorable recommendation by a voice vote, with all votes cast in the affirmative.

EXECUTIVE COMMITTEE

a. Resolution R2025-068—A Resolution Appointing a County Administrator.

The Executive Committee has solicited applications from qualified individuals and conducted interviews for the position of County Administrator. The Committee has recommended Corey J Rheinecker of Sparta, Illinois to become the next County Administrator. Resolution R2025-068 approves the Employment Agreement and appointment of Corey J Rheinecker to the position of County Administrator, effective August 11th, 2025.

Committee Action: The Executive Committee considered Resolution R2025-068 on June 11th and forwarded the Resolution to the County Board with a favorable recommendation by a roll call vote, with all votes cast in the affirmative.
