Belvidere Community Unit School District 100 Board of Education met Aug. 18.

1. Honoring the Comfort Dogs

Lutheran Church Charities (LCC) has been an enormous support for our school district students and staff in times of great loss such as the loss of a student or staff member. The LCC K-9 Comfort Dogs division connects us with comfort dogs and their handlers as we invite them into our schools during times of grief and mourning. Often called on a last minute notice, these dogs and handlers arrive immediately to our buildings to provide essential care and comfort to our students and staff. After every incident, staff always reflect on the key role the dogs play in our healing process. Thank you to LCC K-9 Comfort Dogs for your service and support of Belvidere School District 100. 2. Board Shout Outs

Description: The following people have been nominated by their peers for going above and beyond in District 100! Thank you all so much for continuing to send in your shout outs to recognize our outstanding staff here in D100. 

 Kaylla Klimek - Buildings & Grounds - Kaylla has consistently shown the ability and willingness to go above and beyond in support of us in the maintenance department. Whether it is assisting in ordering parts or the tools we need, or help with troubleshooting access control issues, we can always count on Kaylla to come through for us. Her quick responses to any needs or questions make a huge impact on our ability to address issues within the district. Submitted by Collin Crull

Background: Policy 5.30 requires the Superintendent to make hiring recommendations to the Board of Education. Policy 5.200 requires the Superintendent to make dismissal recommendations to the Board of Education.

4. Financial Reports 

Policy 4.10 requires the Superintendent or designee to supply monthly financial reports. Included in this report are year-to-date and month-to-date revenue and expenditure reports, fund balance report, investment report, and grant payments.

Background: Policy 4.50 requires the Superintendent or designee to supply monthly due and payable bills. Included in this report are:

6. Microsoft Renewal

The renewal is up for our Microsoft Licensing for Desktops, Servers, and Office for the District. Attached below is a 1 year quote renewal to continue services at $49,010.65. 

Approval of the Microsoft Renewal Agreement in the amount of $49,010.65 as presented. 

7. Agape Therapies & Educational Services Contract

Approve the attached contract with Agape Therapies. 

8. ECRA Contract Renewal

With the signing of PA104-0020 on July 1, 2025, inclusion of student growth data is now optional and subject to local discretion. While the District would have preferred to reevaluate its related ECRA services, the final signing of the law occurred after the 90-day cancellation window specified in our agreement with ECRA. Therefore, we will need to maintain the current contract for one more year.

10. Excess Property Disposal - BNHS

Policy 4:80 requires the Board of Education to approve the disposal of District Property. Belvidere North High School seeks approval to dispose of a paper-folding machine that is past its useful life and inoperable. The schools are using alternative methods for mailing, therefore a replacement is not necessary. 

Recommendation to the Board to approve. 

11. Excess Property Disposal - Facilities 

Policy 4:80 requires the Board of Education to approve the disposal of District Property. The Facilities Department seeks approval to auction a truck and plow that is no longer in use. This vehicle is the oldest in our fleet and has become increasingly unreliable. This vehicle does not need to be replaced at this time due to the van purchases previously approved for the new staff. Upon Board approval for the disposal, we plan to auction the vehicle, where we have previously had success with larger items.

Recommendation to the Board to approve. 

12. Request for Fundraisers

Background: Policy 8:80 requires individuals to obtain a preacceptance commitment from the Board of Education for any fundraising attempt identifying the District or any school as a beneficiary if the gifts will exceed $1000. Below are such fundraising activities seeking a pre-acceptance commitment. 

 Belvidere High School Boys Golf - SNAP Fundraising 

 Belvidere North High School Cheerleading - Junior Camp

The Administration recommends the approval of the Intergovernmental Agreement for School Resource Deputy between School District 100 and Boone County Sheriff

13. District 100 Handbook

Each year, the District Handbook is revised for parents and students with the most up-to-date information, District-level policies, and connections to statewide 

PRESS policies. PRESS IASB refers to the Policy Reference Education Subscription Service (PRESS) provided by the Illinois Association of School Boards (IASB) Policy Services. It is an online resource designed to support school board members, administrators, and school attorneys with policy-related information and resources. 

There are some possible revisions that could be made available in August based on July legislation that has been approved.

This will be located on the District 100 website under the PARENTS tab.

Approve District 100 Handbook 

14. ACT Practice Test & Teacher Training

This proposal outlines a partnership with MasteryPrep to provide access to their Practice Testing & Analysis platform and comprehensive professional development. The professional development includes training staff on the platform's use and an inperson session during the October SIP Day, focusing on instructional techniques, test-prep strategies, and resources for high school staff. 

Approve the attached agreement with MasteryPrep for their Practice Testing and Analysis platform, system training, teacher resource guides, and the in-person professional development session.

15. Youth Mental Health Screener - MOA with Maro & West 4 

Maro provides risk detection for youth mental health through a screening process. West 40 currently has grant funds to cover the cost of screening students. Through a MOA, we are able to join the partnership and consider screening students this school year at no cost. *Any screening involves informing parent/student prior to participation with an opt out option.

Approve the MOA to allow our high schools time to learn about the screening process and explore the platform at no cost. 

16. Possible Action to approve the revised scope for Phase 1 of the Facility Master Plan

17. Proposed Approval of Non-Certified Substitute Pay Rates 

Every year we review pay rates for our substitutes in order to remain regionally competitive. After reviewing our sub rates, we determined that in order to remain regionally competitive we needed to increase our non-certified sub rates. 

Our certified substitute teacher rates, including our permanent building subs, remain competitive with other districts within the region, so we are not currently recommending any adjustments. We will review all sub rates again next spring as we do annually. 

Approve the recommendation for the non-certified substitute pay rates for the 2025-2026 school year. 

18. Possible Action to Approve the 2025-2026 Administrative Contract for 9-Month Dean at Belvidere South Middle School

4. D100 5 Essentials 2025 Summary 

Belvidere CUSD 100’s 2025 Illinois 5Essentials results show steady, districtwide improvement across all five essential areas, moving closer to a “Strong” rating but remaining in the “Neutral” range. Strengths include collaborative teaching, effective leadership, improved perceptions of safety, and more engaging English instruction. Areas needing targeted attention include raising postsecondary expectations, strengthening family engagement, enhancing academic personalism, and improving math instruction.
