Village of Hinckley Board of Trustees met Aug. 25.

Here are the minutes provided by the board:

CALL BOARD MEETING TO ORDER: Meeting was called to order at 7:00 PM by Village President Quirk.

Roll call was taken showing the following:

Present: Sarah Quirk, Russell Kula, Brian Siwicki, Steve Gayhart, Jamie Whitlock, and Eddie Cullins. Quorum established.

Absent: Trustee Prickett

Also Present: Attorney Gottschalk, Village Deputy Clerk Jennifer Klambauer, Police Chief Ken Gettemy, Village Trustee Dave Maroo, Village Public Works Supervisor Ceneca Wagner, Brandon Kramer (EEI), and Members of the Public.

PUBLIC COMMENT on Agenda Items Scheduled for Action Only

None.

GENERAL BUSINESS

• Agenda item for discussion/approval: August 11, 2025, Regular Board Meeting Minutes

Trustee Gayhart moved to approve the minutes for August 11, 2025, and Trustee Cullins seconded the motion. Roll call vote: Cullins-Aye, Siwicki-Aye, Whitlock-Aye, Kula-Aye, and Gayhart-Aye. Motion carried.

• Agenda item for discussion/approval: Payment of Invoices Due

Trustee Whitlock moved to approve the Payment of Invoices Due as presented, and Trustee Gayhart seconded the motion. Roll call vote: Siwicki-Aye, Whitlock-Aye, Kula-Aye, Gayhart-Aye, and Cullins Aye. Motion carried.

PRESIDENT’S REPORT

*Swearing in Officer David Brian to Police Sergeant

President Quirk issued the Oath of Office to Dave Brian, promoting him to Sergeant. Chief Gettemy read Sgt Brian’s bio and congratulated him on his promotion.

For Discussion/Approval: Referral of Petition for Zoning Text Amendment to PC for Review, Hearing & Recommendation for Body Art Establishment

The body art establishment does not have a zoning designation in our village, so it needs to be sent to the Planning Commission for a text amendment hearing. Trustee Siwicki made a motion to refer the petition for zoning text amendment to the Planning Commission for review, hearing & recommendation for Body Art Establishment. Seconded by Trustee Kula. Roll Call Vote: Siwicki-Aye, Kula-Aye, Gayhart-Aye, Whitlock-Aye, Cullins-Aye. Motion carried.

ENGINEER’S REPORT

For Discussion/Approval: 2025 Road Program Update

Brandon Kramer informed the Board that there are some punch items that still need to be completed. He also stated that pay app #1 was in the Board’s packet. Trustee Kula made a motion to approve pay application #1 in the amount of $120,991.51 to Universal Asphalt & Excavating for road repairs on View and Miller Street. Motion seconded by Trustee Whitlock. Roll Call Vote -Kula-Aye, Gayhart-Aye, Whitlock-Aye, Cullins-Aye, Siwicki-Aye. Motion carried.

TREASURER’S REPORT

Treasurer Maroo presented the monthly report. He stated that the auditors will be at the September 22nd meeting to present their findings.

COMMITTEE REPORTS

Public Safety

For Discussion/Approval: Letter of Commendation Sergeant Brian and Officer Fancsali Chief Gettemy presented both Sgt Brian and Office Fancsali with letters of commendation for outstanding work on behalf of the Hinckley Police Department.

For Discussion/Approval: Transitioning from IPSAN BULLETS to DeKalb County CAD with LEADS Chief Gettemy received an invitation to join DeKalb County in the CAD program which would allow Hinckley to use the Sherrif’s system

a. IPSAN IS $3120.00 annually

b. CAD LEADS will be $1280.00 annual licensing fee from Central Square and $1500.00 annual to DeKalb County Sheriff for administrative fees. Total of $2880.00, Savings of $340.00 per year.

For Discussion/Approval: CodeRed (Onsolve) upgrading platform and increasing fee by $90.05 (3- year contract locking in at $2905.05 per year)

Chief Gettemy informed the Board that he will be renewing this contract as the services provided by CodeRed are very useful to our residents.

Finance and Economic Development

Trustee Siwicki believes that planning events around the Hinckley community will help with economic and community development and was inquiring about the Homecoming parade. Dates and ideas were shared, and he will continue to move forward with this.

Streets & Alleys

For Discussion/Approval: 2025 Sidewalk Program

Trustee Kula met with Safe Step and has walked the sidewalks to find 80 spots that require shaving for a total of $7304.00. This work can be done in October if approved. Trustee Siwicki made a motion to approve the sidewalk shaving as presented NTE $7500. Motion seconded by Trustee Gayhart. Roll call vote: Gayhart-Aye, Cullins-Aye, Siwicki-Aye, Whitlock-Aye, Kula-Aye. Motion carried.

PUBLIC COMMENT

Darin Peterson addressed the Board. He is a new homeowner/landlord in town and wanted to introduce himself. He encouraged the Board members to contact him as he is willing to help our village. He also donated 1000 American flags to Hinckley for the Board to hand out during the Homecoming parade.

Bob Pritchard presented a few dates that are of interest to the community. He informed the Board that there will be no Planning Commission meeting in September but that at the October meeting on October 6th, a public hearing will also be held regarding the zoning text amendment as requested by the Board. On September 6th, our State Representative and State Senator will be at the Hinckley Community Building from 8-9am for coffee with the community. Finally, on September 29th at 6:30pm, the Hinckley Historical Society will hold it’s annual meeting at the Hinckley Community Building and all are invited to attend.

Andrew McKee addressed the Board regarding his permit submittal. He has been emailing and calling B&F for a few months trying to get his plans approved. He gave dates, times and details. The Board will look into this issue.

OPEN DISCUSSION

Trustee Kula asked the status on the solar project. President Quirk stated that the attorney is working with the company and will keep us informed when new information is received. Trustee Kula wondered if any grants have been applied for regarding tree cutting. Trustee Whitlock did apply, however Hinckley does not qualify for the grant.

ADJOURMENT

Trustee Siwicki motioned to adjourn at 7:47pm, and Trustee Cullins seconded the motion. Voice vote: All in favor. Motion carried. The next Regular Board Meeting will be held on September 8th, 2025.
