City of Genoa City Council met Sept. 3.

Here are the minutes provided by the council:

Mayor Brust called the meeting of the City Council to order at 6:30pm followed by roll call. Aldermen Wesner, Stage, Winter, Braheny, Gudeman and Roca were present. Alderman Pulley was absent. Quorum present.

Mayor Brust led the pledge of allegiance.

PUBLIC COMMENT – None

OLD BUSINESS – None

CONSENT AGENDA

Alderman Wesner made a motion to approve of items 1-5 within the consent agenda, seconded by Alderman Stage. No further discussion. Aldermen Wesner, Stage, Winter, Braheny, Gudeman, and Roca voted yes. Motion carried.

1. APPROVAL OF THE MINUTES FROM THE AUGUST 20, 2025, CITY COUNCIL MEETING

2. APPROVAL OF THE ACCOUNTS PAYABLES DATED AUGUST 31, 2025

3. APPROVAL OF THE MINUTES FROM THE AUGUST 6, 2025, EXECUTIVE SESSION MEETING

4. APPROVAL OF THE 2026 HOLIDAY/OFFICE CLOSING LIST

5. APPROVAL OF THE 2026 ANNUAL MEETINGS CALENDAR

NEW BUSINESS:

UPDATE ON 2025 STREET FUNDING PRESENTATION AND SURVEY City Administrator Seguss gave an update on the street funding presentation and survey that has been available to the public as well as the results of the public forum. She explained that there are no new trends in regard to the responses and the survey has yielded the same results since it was first launched. Overall, there are approximately 75% of residents that are in support of a 1% sales tax being implemented and 25% of residents that are not supportive. There was a discussion about posting the answers to some of the most asked questions from the public. Mayor Brust explained to the council that in order to implement this in January of 2026, it would have to be approved by October 1st. This will be on the next agenda for aldermen to vote on.

APPROVE AND AUTHORIZE THE CHIEF OF POLICE TO SIGN AN AGREEMENT WITH NEOGOV FOR POWERDMS SOFTWARE

Alderman Braheny made a motion to approve and authorize the Chief of Police to sign an agreement with NeoGov for PowerDMS Software, seconded by Alderman Wesner. Chief Hathcoat explained the benefit of this software and how it will aid in the accreditation of the Police Department. There was some discussion on the logistics of the software such as how long implementation takes, the duration of the contract, the benefit of the software, etc. No further discussion. Aldermen Wesner, Stage, Winter, Braheny, Gudeman and Roca voted yes. Motion carried.

DEPARTMENT REPORTS:

FINANCE:

City Administrator Seguss gave a report on behalf of the finance department and updated the council on where the audit is at. She also announced that there will be an in-depth presentation presented to the council from the finance department next month. She also gave an overview of upcoming projects they will be working on such as rearranging the budget and audit calendar, going over the MAP contract and continuing work on succession planning.

PUBLIC WORKS:

City Administrator Seguss gave a report on behalf of the Public Works Department. She announced that they have started the lead service line replacement project and have removed several trees around the city due to storm damage.

POLICE:

Chief Hathcoat let the council know that the monthly report for August will be presented at the next meeting. He also told the council that there was a juvenile death that occurred so the schools will have counselors in place for the next few days. Alderman Winter asked about how the beginning of the school year has gone and Chief Hathcoat explained that it has been significantly better than last year with the SRO only taking a handful of reports so far. There was also some discussion about code enforcement within the city.

ADMINISTRATION:

City Administrator Seguss told the council that they are working on updating the last two titles of the Municipal Code with hopes of having them done by the end of the year. She also let the council know about a Special Plan Commission meeting coming up in regard to the Grainger development petitioning for a pickleball court and some modifications to the home types being built.

ANNOUNCEMENTS – None

Motion to adjourn the meeting of the City Council was made by Alderman Wesner, seconded by Alderman Roca. Voice vote was taken, all voted yes. Motion carried. Meeting adjourned at 6:54pm.
