• DeKalb County Sheriff’s Merit Commission: Todd Walker appointed to fill a six-year unexpired term beginning January 1, 2024 and expiring November 30, 2030.

• Emergency Telephone Systems Board (E911): Jason Leverton re-appointed for a three-year term beginning January 1, 2026 and expiring December 31, 2026.

• Regional Planning Commission – Primary: Chris Rebone (Maple Park) appointed for a five year term beginning April 1, 2025 and expiring March 31, 2028.

• Regional Planning Commission – Alternate: Cheryl Aldridge (Maple Park) appointed for a five-year term beginning April 1, 2025 and expiring March 31, 2028.

• Regional Planning Commission – Primary: Marvin Barnes (Sycamore) appointed to fill for a three-year unexpired beginning April 1, 2024 and expiring March 31, 2027.

COUNTY HIGHWAY COMMITTEE

a. Resolution R2025-098 – A Resolution Approving the FY2026 Motor Fuel Tax Funds for General Maintenance Expenditure in the Amount of $2,218,400.00 for the Purpose of Maintaining County Highways.

A Resolution approving spending Motor Fuel Tax (MFT) funds utilized for scheduled maintenance projects during 2026. In order for the Department to spend any MFT funds, the County must appropriate said funds. The State of Illinois, through IDOT, must authorize the expenditures. The total funds requesting to be appropriated are $2,218,400, broken out as on-road salary $779,650; equipment rental $500,000; winter maintenance material $600,000; seal coat operations $215,500; pavement striping $115,000; and engineering inspection $8,250.

Committee Action: The Highway Committee considered Resolution R2025-098 on November 6, 2025 and forwarded the Resolution to the County Board with a favorable recommendation by a voice vote, with all votes cast in the affirmative.

b. Resolution R2025-099 – A Resolution for the Federal Highway Matching Tax Fund Balance.

A Resolution prepared on an annual basis identifies current and future Federal Highway Matching Tax funding for highway and bridge projects. The Highway Department’s Federal Highway Matching Tax budget is utilized for capital projects. The Resolution lists said funding for specific projects already in the planning stages for years beyond FY2025 so they are not considered excess funds when reviewing that particular fund balance.

Committee Action: The Highway Committee considered Resolution R2025-099 on Nov 6, 2025 and forwarded the Resolution to the County Board with a favorable recommendation by a voice vote, with all votes cast in the affirmative.

LAW & JUSTICE COMMITTEE

a. Resolution R2025-096 —A Resolution Approving of the Annual Participation in the Service Program of the Office of the State's Attorney’s Appellate Prosecutor.

Resolution R2025-096 approves the DeKalb County State’s Attorney’s Office’s annual participation in the service program of the Office of the State's Attorney’s Appellate Prosecutor, commencing December 1, 2025 and ending November 30, 2026, by hereby appropriating the sum of $31,000. This program provides offer Continuing Legal Education training programs to the State's Attorneys and Assistant State's Attorneys and designates the Office of the State's Attorney’s Appellate Prosecutor as its Agent to administer the operation of the appellate offices and process said appellate court cases for this County.

Committee Action: The Law & Justice Committee considered Resolution R2025-096 on October 27th and forwarded the Resolution to the County Board with a favorable recommendation by a voice vote, with all votes cast in the affirmative.

a. Resolution R2025-097—A Resolution Approving the Payment of County Claims for November 2025, and Off-Cycle Claims Paid During the Previous Month, Including All Claims for Travel, Meals, and Lodging.

Committee Action: The Finance and Administration Committee considered Resolution R2025-097 on November 5th and forwarded the Resolution to the County Board with a favorable recommendation by a voice vote, with all votes cast in the affirmative.
