The City of Dekalb Committee of the Whole met Jan. 28.
Here is the minutes provided by the committee:
A. CALL TO ORDER AND ROLL CALL
Mayor Smith called the meeting to order at 5:00 p.m.
City Clerk Lynn Fazekas called the roll, and the following members of the City Council were present: Alderman Bill Finucane, Alderman Joyce Stupegia, Alderman Pat Fagan, Alderman Kate Noreiko, Alderman Mike Verbic, Alderman Tony Faivre, and Mayor Jerry Smith.
Alderman David Jacobson arrived 5:10 p.m.
Present also were: City Manager Bill Nicklas, Public Works Director Tim Holdeman, Assistant Public Works Director Bryan Faivre, and City Attorney Dean Frieders.
B. APPROVAL OF THE AGENDA
MOTION
Alderman Finucane moved to approve the agenda. Alderman Faivre seconded.
VOTE
Motion was approved 7-0-1 on roll call vote. Aye: Finucane, Stupegia, Fagan, Noreiko, Verbic, Faivre, Smith. Nay: none. Absent: Jacobson.
C. PUBLIC PARTICIPATION
There was none.
D. CONSIDERATIONS
1. Central Business District Refuse Update.
City Manager Nicklas gave an overview of the situation and asked for Council direction on trash pickup rates and how this should be billed. Staff are proposing billing via the City’s water bill. In response to questions from Council, the following facts also were established:
• The recommended rates should more than cover the hauler’s monthly charge for that area and could offset other costs.
• The recommended restaurant rate is significantly higher than those for other commercial businesses due to restaurants’ higher trash volume.
• The property owners are the ones who will receive the bills.
Mayor Smith confirmed Council’s consensus to follow staff recommendations. City
Manager Nicklas said an ordinance will be prepared.
E. EXECUTIVE SESSION PURSUANT TO 5 ILCS (120/2)
Council did not hold an Executive Session during this meeting.
F. ADJOURNMENT
MOTION
Alderman Stupegia moved to adjourn the meeting at 5:17 p.m. Alderman Verbic seconded.
VOTE
Motion was approved on majority voice vote. Mayor Smith adjourned the Committee of the Whole at 5:17 p.m.
