City of Sandwich Committee of the Whole met March 2.

Here is the minutes provided by the committee:

Mayor Robinson called the Committee-of-the-Whole Council Meeting to order at 7:00 PM

Roll call was taken:

Present: Mayor Robinson, City Clerk Ii, Aldermen Chmielewski, Dell, Kelleher, Kreinbrink, Redden, Robinson & Surratt

Also present: Attorney Harrill, Department of Public Works / City Engineer Horak, Sergeant Ikemire, City Treasurer Webber & EMA Director Ciciora

Absent: Alderwoman Killey & Chief Bianchi

Mayor Robinson shared a letter from the DeKalb County Health Department on precautionary measures to avoid contracting the coronavirus. Although the risk is low for Illinois, the CDC (Center for Disease Control) has recommended citizens to be proactive by thoroughly washing hands, covering nose and mouth when coughing or sneezing with a flexed elbow, and if one feels sick, stay home.

Foster, Buick, Conklin & Lundgren, LLC: No report

City Treasurer Webber: No report

Director of Public Works / City Engineer Horak:

Lower Little Rock Creek Watershed Study: Meeting #3 is scheduled for Wednesday, March 18, 2020 at 10 AM in the City Hall County Chambers.

2020 MFT General Maintenance: Road projects being reviewed for this summer include County Line Road from Gletty Road to the Sheridan blacktop and Main Street from US Route 34 to the railroad tracks. Additionally, the salt purchasing will be made utilizing MFT Funds.

Chief Bianchi: Sergeant Ikemire was present in Chief Bianchi’s absence. No report.

EMA Ciciora: No report

Alderwoman Chmielewski: No report

Alderman Dell reminded the Council that it is mandated that all staff members receive sexual harassment training. Additionally, Alderman Dell reported that he represented the City at an open house on Saturday, presenting local centenarian Lyle Fritsch with a proclamation honoring his 100th birthday. He added that it was a large attendance of roughly 350 people.

Alderman Kelleher presented Ordinance 2020-07 entitled “An Ordinance Adopting the NFPA 70 National Electrical Code, 2017 Edition as Amended) for first reading and discussion. The last edition adopted was in 2005 and is considered obsolete within 10 years. Alderman Kelleher and Building Official Steffens assured the Council that the contractors already adhere to the Code, and passage of the ordinance is a formality. Several aldermen were not pleased in passage of the ordinance claiming it would increase building costs and that further review of the electrical code was required.

Alderwoman Killey: In her absence, Mayor Robinson advised that the finance committee meeting will be held following the COW meeting after a short break.

Alderman Kreinbrink: No report

Alderman Redden, on behalf of the City, expressed his gratitude to Alderman Dell for representing the City in presenting Lyle Fritsch with a Proclamation commemorating his 100th birthday.

Alderman Robinson: No report

Alderman Surratt reported there was a water main break on Railroad Street earlier in the day, and repairs were made by staff during normal business hours, alleviating any overtime. He added that Water Superintendent Brian Voelkel had shared information that with upgrades and rebuilds, the number of main breaks due to water pressure have been drastically reduced.

Adjournment: There being no further business to come before the Council, motion made by Alderman Kelleher and seconded by Alderman Redden to adjourn the Commitee-of-theWhole Council meeting at 7:32 PM. Motion carried unanimously by viva voce vote.
