A. MOTION TO APPROVE THE CONSENT AGENDA THAT INCLUDES THE FOLLOWING ITEMS:
1. THE MINUTES FROM THE JUNE 4, 2025 CITY COUNCIL MEETING
2. THE ACCOUNTS PAYABLES DATED JUNE 15, 2025
3. APPOINTMENT OF JEFFREY BRUST TO THE POLICE AND FIRE COMMISSION
4. AN ORDINANCE AMENDING TITLE 6, CHAPTER 3, BICYCLES, SCOOTERS, AND MOPEDS OF THE CITY CODE OF THE CITY OF GENOA
A draft of the contents ordinance was proposed at the Council meeting on May 21st. The Ordinance was then prepared to replace the current Title 6, Chapter 3.
5. A RESOLUTION FOR MAINTENANCE UNDER THE ILLINOIS HIGHWAY CODE
This Resolution authorizes the City to use $141,000 of Motor Fuel Tax Funds to purchase/pay for street lighting, road salt, crack sealing, and sidewalk maintenance. The crack sealing work occurred in the Oak Creek subdivision and the sidewalk maintenance will primarily occur in the Riverbend subdivision.
6. APPROVE A RESOLUTION PARTIALLY RELEASING A MORTGAGE FOR LOT 77 IN THE RIVERBEND SUBDIVISION IN ACCORDANCE WITH THE RIVERBEND ADDITION TO GENOA DEVELOPMENT AGREEMENT
At the time By Grainger acquired the Riverbend subdivision, significant public improvements were still needed in the subdivision. In place of a letter of credit or bond, the City holds the commercial properties along Route 72 until completion of these improvements. The Riverbend Development Agreement states that upon completion of the public improvements in Units 1-5, the City will release the mortgage on Lot 77 (the property west of the intersection of Market Street and Route 72). The Resolution within this item does so. The remaining property will continue to be used as collateral until public improvements are completed in Unit 6 as well as 50% of Units 4 and 6 are complete.
VII. NEW BUSINESS
A. AUTHORIZE THE PUBLIC WORKS DIRECTOR TO PURCHASE A TRAILER FROM RONDO ENTERPRISES, NOT TO EXCEED $10,008.89
This piece of equipment is to replace a 1999 Skid Steer Trailer that has exceeded its useful service life and qualifies for immediate replacement under the City’s Equipment Replacement Program. The equipment was budgeted within this fiscal year and quotes were obtained from local trailer companies, with Rondo Enterprises submitting the lowest quote to meet the City’s needs.
B. REJECT ALL BIDS FROM THE 2025 MICROSURFACING PROJECT
In May, the City advertised bids for a microsurfacing project in the Willow Glen Subdivision and held a bid-opening on May 22, 2025, receiving two competitive bids. Unfortunately, these bids significantly exceeded the Engineer’s estimate – leaving the project approximately $103,000 over the budgeted amount. After conversations with Engineering, Staff is recommending to reject all bids and rebid the project in January 2026 to pursue more competitive pricing.
C. AUTHORIZE THE MAYOR TO EXECUTE AN AGREEMENT WITH SAFE STEP, LLC FOR SIDEWALK TRIP HAZARD REMOVAL, NOT TO EXCEED $20,000
Following the 2024 city-wide sidewalk assessment, the Public Works Department has created a Sidewalk Trip Hazard Program in order to repair all trip hazards city-wide within the next 5 years. The first year of this program addresses 94 trip hazards located in the Riverbend Subdivision. Additional information regarding both trip hazards and future program years can be found on the City’s website. Programs for both sidewalk replacement as well as vegetation removal (over sidewalks) will be presented at a later date.
