a. DeKalb County Historian Michelle Donahoe appointed immediately to fill the unexpired term of Sue Breese until June 30, 2022.

b. ETSB (E911): Bob Redel (City of DeKalb) appointed immediately to fill the unexpired term of John Petragallo until 12/31/2023.

c. Hinckley Fire District: Perry Jungels appointed immediately to fill the unexpired term of Allen Bark until April 30, 2022.

d. Housing Authority of the County of DeKalb: Jerry Wahlstrom reappointed for

a five-year term beginning November 1, 2020 and expiring October 31, 2025

e. Merit Commission: Bryan Perry appointed effective August 24, 2020 - November 30th, 2022 to fill the unexpired term of Gene Lane who is retiring after 30 years of service on August 21, 2020.

8. Reports of Standing Committees with Ordinances & Resolutions

PLANNING & ZONING COMMITTEE

a. Ordinance O2020-13: An Ordinance Amending a Special Use Permit Granted by Ordinances 2005-07, 2009-03 and 2015-03 for a Gun Club and Recreational Camp (Aurora Sportsmen Club) Located Southwest of the Village of Waterman, in Clinton Township. The DeKalb County Board hereby approves this Amendment to be granted with conditions as set forth in the Analysis and Recommendations (Exhibit “B”) as outlined in the attached Ordinance. Committee Action: Moved by Mr. Pietrowski, seconded by Mr. Jones. Mr. Jones moved to amend Motion to approve, to strike limitation of nighttime special events to just law enforcement, seconded by Frieders, unanimously approved. Amended Motion approved unanimously.

b. Ordinance O2020-14: An Ordinance Amending a Special Use Permit Granted for a Nexamp Solar Garden on Wolf Road in Kingston. The DeKalb County Board hereby approves this Amendment to be granted for the establishment and operation of a solar garden, referred to IL Kirkland Project 1, on property legally described in Exhibit “A” attached hereto with conditions as set forth in the Analysis and Recommendations (Exhibit “B”) as outlined in the attached Ordinance. Committee Action: Moved by Mr. Jones, seconded by Mr. Roman and was approved unanimously.

COUNTY HIGHWAY COMMITTEE

a. Resolution R2020-46: Approve Award Resolution for Salt Storage Shed. Approval of bid award to Swedberg and Associates Inc.: contractor for the construction of a 80 x 60 foot building for use as salt storage using the low bid submitted meeting specifications in the amount of Two Hundred Nineteen Thousand Four Hundred Eighty-Five Dollars and Nine Cents ($219,485.09). Committee Action: Moved by Mr. Luebke, seconded by Vice Chair Willis and was approved unanimously.

b. Resolution R2020-47: Award for Replacement of South First Street Concrete Box Culvert. Approval of bid award to Martin and Company Excavating, for the construction of an eight by eight feet reinforced concrete box culvert replacing the existing eight by eight feet box culvert and the associated roadwork at the intersection of South First Street and Gurler Road in Afton Road District, using the low bid submitted meeting specifications in the amount of Four Hundred One Thousand Seventy-Eight Dollars and Sixty-Three Cents ($401,078.63). Committee Action: Moved by Mr. West, seconded by Mr. Osland and was approved unanimously.

c. Resolution R2020-48: Award of One New Bobcat All-Wheel Skid Steer. Approval of bid award to CSR Bobcat Inc. of DeKalb, Illinois, submitting the low bid meeting specifications, for the following equipment:

a) Provision of a new A770 T4 Bobcat All-Wheel Steer as specified in the amount of Sixty-Four Thousand Four Hundred Thirty-Four Dollars and Fifty-Five Cents ($64,434.55).

b) Trade Allowance for one 2008 A3000 Bobcat with 80” Low Profile Bucket and one Tilt-Tatch Accessory in the amount of Twenty-Two Thousand Dollars and Zero Cents ($22,000.00).

c) Provision of one additional attachment – 80 inch Grapple, Root Attachment in the amount of Three Thousand Three Hundred Ninety-Eight Dollars and Ninety-Eight Cents ($3,398.98)

d) Approved for a net Cost of Forty Five Thousand Eight Hundred Thirty-Three Dollars and Fifty-Three Cents ($45,833.53). Committee Action: Moved by Mr. Osland, seconded by Mr. Luebke and was approved.

ECONOMIC DEVELOPMENT COMMITTEE

HEALTH & HUMAN SERVICES COMMITTEE

a. Resolution R2020-43: Resolution Authorizing submittal for a Public Transportation Capital Assistance Grant. The Illinois Department of Transportation has grant monies available to offset eligible capital costs required for providing and improving public transportation facilities, rolling stock, equipment, and services. The County Administrator is hereby authorized and directed to sign and submit such application, execute awarded agreements and amendments, and timely submit bay requests on behalf of the County of DeKalb, in cooperation with the Voluntary Action Center. Committee Action: Moved by Mr. West, seconded by Mrs. Cribben and was approved unanimously.

LAW & JUSTICE COMMITTEE

a. Claims Paid in July 2020: Move to approve the payment of claims for last month, and the off-cycle claims paid during the previous month, including all claims for travel, meals, and lodging, in the amount of $ 9,582,860.40.

The DeKalb County Board hereby declares “2020 General Election Day” as an official holiday for DeKalb County Government and stipulates that the County Offices, including the Court System, will be closed on that day, November 3, 2020 for all non-election related business. Committee Action: Moved by Mr. Stoddard, seconded by Ms. Leifheit and was approved unanimously.
