Village of Hinckley Committee of the Whole met May 19.

CALL BOARD MEETING TO ORDER: Meeting was called to order by Village President Quirk at 7:48 pm. Roll call was taken showing the following:
Present: Sarah Quirk, Jamie Whitlock, Alyssa Prickett, Steve Gayhart, Russ Kula, and Eddie Cullins. Quorum Established.
Absent: Brian Siwicki
Also Present: Attorney Lundgren, Village Clerk Joan Bennett, Treasurer Dave Maroo, Ceneca Wagner, Brandon Kramer (EEI), and Members of the Public.
PUBLIC COMMENT
None.
GENERAL BUSINESS
Approval: Committee of the Whole meeting minutes from May 12th, 2025
Trustee Prickett noted that the draft minutes still read “Interim President Quirk” in some places. The original motion to pass was withdrawn and Trustee Pricket motioned to accept the minutes with the revisions. Trustee Whitlock moved to approve the amended minutes from May 12th, 2025, and Trustee Prickett seconded the motion. Roll call vote: Prickett-Aye, Kula-Aye, Gayhart-Aye, Whitlock Aye, and Cullins-Aye. Motion carried.
PRESIDENT’S REPORT
President Quirk announced that the Memorial Day Service will be held at the Hinckley Community Building at 9:30am on Monday, May 26.
For Discussion: 84 Lumber Annexation
President Quirk noted there will be a Planning Commission/Zoning Board of Appeals Public Hearing on the 2nd of June. The purpose of the meeting is to hear the petition from 84 Lumber to rezone the adjacent parcels. Attorney Lundgren states that there will be a Public Hearing where there will be a vote on the annexing agreement and the Planning Commission’s recommendation.

Buildings, Grounds & Parks
For discussion: Weed Control & Fertilizing at the Parks
Trustee Whitlock discussed options of Weed Control & Fertilizer at Pioneer Park. He will be looking into different sources that would be family & pet friendly. Ceneca Wagner stated that they primarily use weed & feed products. Trustee Whitlock will be looking for an appropriate eco-friendly product line.
For discussion: Tree Pruning & Health Evaluation of the Trees in Pioneer Park Trustee Whitlock noted after looking at invoices from the past week, that Tree Pruning & Health Evaluation of the Trees in Pioneer Park may already be taken care of. He will follow up and revisit if necessary.

Finance & Economic Development
Treasurer Maroo asks that the 1% Grocery Tax be put on the next Committee of the Whole Meeting on June 9th.
At 8:07 p.m., President Quirk moved to enter into closed session pursuant to:
CLOSED SESSION (to the extent permitted by 5 ILCS 120/2a of the Illinois Open Meetings Act) pursuant to §5 ILCS 120/2(c)(1), [Discussion of the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body).
Trustee Prickett seconded the motion. Roll call vote: Kula-Aye, Gayhart-Aye, Whitlock-Aye, Cullins Aye, and Prickett-Aye. Motion carried.
At 8:21 the Board reconvened the Committee of the Whole meeting.
OPEN DISCUSSION
Trustee Prickett asked for comments/thoughts as to why the Holidays, as presented, did not pass. Trustee Kula said he felt some of the holidays were redundant. Trustee Whitlock offered to review the days listed. Trustee Prickett will make amendments.

ADJOURNMENT
Trustee Quirk moved to adjourn the meeting at 8:26 PM, Trustee Prickett motioned for adjournment and Trustee Cullins seconded the motion. Voice vote: All in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for June 9th, 2025, immediately following the Regular Board Meeting.
