Town of Cortland Board of Trustees met Sept. 28.

Call to Order/ Pledge of Allegiance / Roll Call
Mayor Russ Stokes called the meeting to order at 7 p.m. All in attendance recited the Pledge of Allegiance.
Deputy Clerk Liz Peerboom called the roll call and the following Trustees were present: Doug Corson, Charmaine Fioretto, and Mike Siewierski. Trustees Brad Stone, Jim Walker, and Rick Robins were absent. Also present were Town Attorney Kevin Buick, Town Clerk Cheryl Aldis, WaterM/aste Water Director Joel Summerhill, Commander Pat Treacy, Public Works Director John Kocher and Wes Levy of Lauterbach and Amen. A quorum was present with the Mayor.
Approval of Agenda
Trustee Corson made a motion to approve the agenda, seconded by Trustee Siewierski. Motion carried by voice vote.

Consent Agenda
Deputy Clerk Peerboom read the consent agenda and Trustee Corson made a motion to approve the Town Board Minutes for August 24, 2020, the Expenditure Reports for July and August 2020, and accept Treasurer Reports for July and August 2020. Trustee Siewierski seconded the motion. Motion carried by unanimous roll call vote including the Mayor with Trustees Stone, Walker and Robins being absent.
New Business for Discussion and Possible Action
A Resolution of the Town of Cortland Authorizing the Execution of $441,510 in Aggregate Principal Amount of Resource Bank Promissory Note and Prescribing the Terms, Conditions and Form Thereof
Trustee Corson made a motion to approve the resolution authorizing the execution of $441,510 in aggregate principal amount of Resource Bank promissory note and prescribing the terms, conditions and form thereof, seconded by Trustee Fioretto.
Trustee Fioretto asked about the variable financing. Mr. Levy advised that they do not offer fix rate financing to municipalities.

An Ordinance Authorizing Disposal of Surplus Equipment
Trustee Fioretto made a motion to approve the ordinance authorizing disposal of surplus equipment, which included a radar detector to be destroyed and wrought iron cemetery fencing panels, seconded by Trustee Corson. Motion carried by unanimous roll call vote including the Mayor with Trustees Stone, Walker and Robins being absent. Ord. 2020-16
An Ordinance Pertaining to the Local CURE Program
Trustee Corson made a motion to approve the ordinance pertaining to the Local Coronavirus Remediation Emergency Support Program (Local CURE Program), seconded by Trustee Fioretto.
Mr. Levy advised that, in addition to the Coronavirus Aid, Relief and Economic Security Act (CARES), the Town is eligible for additional reimbursement from the Federal government through the Local CURE Program.

Everstream Fiber Optic License Agreement
Trustee Corson made a motion to approve the Everstream Fiber Optic License Agreement, seconded by Trustee Fioretto.
Trustee Fioretto asked if this would be too much to be putting on the poles in Town. Clerk Aldis and Attorney Buick advised that the Town can't ban them from using the poles, but they can regulate them through the agreement.

Reports were distributed in the agenda packets.
Comments/Concerns
Trustee Fioretto asked about the old school property. Mayor Stokes advised that the Town is aware of the situation and has been taking steps to alleviate the problem, adding that the next step is litigation.
