Here is the minutes provided by the board:

MEETING CALL:

The regular Village Board Meeting with the Board of Trustees of the Village of Kingston, was called to order at 7:00p.m. by President Jim Baenziger, at the Village Hall, 101 E. Railroad St., Kingston, DeKalb County, Illinois.

ROLL CALL:

Upon roll call by President Baenziger, the following were in attendance:

Present: 5, President Baenziger, Trustees Frank Altmaier, Dale Coughran, Joe Hengels and Steve Van Buren

Absent: 1, Trustee Lynch.

Also in attendance was the Village Attorney, Kevin Buick.

AGENDA ADDITIONS OR CORRECTIONS:

None at this time.

OMNIBUS AGENDA:

Motion by Trustee Hengels, seconded by Trustee Coughran to approve the November 2, 2020 Omnibus Agenda.

ROLL CALL VOTE:

Ayes: 4, Trustees Altmaier, Coughran, Hengels and Van Buren.

Nays: 0.

Absent: 1, Trustee Lynch

Motion carried.

TREASURER'S REPORT: Approved.

WARRANTS: Approved.

MINUTES: Approved November 2, 2020.

CITIZENS COMMENTS:

None at this time.

UNFINISHED BUSINESS:

Property Maintenance The Trustees discussed a shed that has been placed in a side yard at 810 Sandra St. Trustee Altmaier will work with B&F Construction Code Services for resolution.

Permit Fees The Trustees will wait for a full Board before proceding.

Windhaven Subdivision Flooding Nothing new to report.

NEW BUSINESS:

Center for Governmental Studies The Trustees went over the plan, and suggestions were made to have the Plan Commission Review it as well.

Motion by Trustee Hengels, seconded by Trustee Coughran to approve for payment invoice number CGS002946, dated November 6, 2020 in the amount of $5,000.00.

ROLL CALL VOTE:

Ayes: 4, Trustees Altmaier, Hengels, Coughran and Van

Buren.

Nays: 0.

Absent: 1, Trustee Lynch.

Motion carried.

Krueger & Associates Motion by Trustee Hengels, seconded by Trustee Van Buren to approve for payment invoice number 21422, dated November 2, 2020 in the amount of $2,006.91 for October

Accounting Services.

ROLL CALL VOTE:

Ayes: 4, Trustees Altmaier, Hengels, Coughran and Van

Buren.

Nays: 0.

Absent: 1, Trustee Lynch.

Motion carried.

NEW BUSINESS CONTINUED:

B&F Construction Code Services Due to the unresolved issue at 810 Sandra Street this invoice will be short paid by $25.00 for the plan review fee.

Motion by Trustee Coughran, seconded by Trustee

Altmaier to approve for payment invoice number 13555, dated October 16, 2020 in the amount of $1,007.70 for September 2020 Miscellaneous Plan Reviews, Inspections and Property Maintenance.

ROLL CALL VOTE:

Ayes: 4, Trustees Altmaier, Hengels, Coughran and Van

Buren.

Nays: 0.

Absent: 1, Trustee Lynch.

Motion carried.

Cam-Vac Motion by Trustee Van Buren, seconded by Trustee Altmaier to approve for payment invoice number 1751, dated October 23, 2020, in the amount of $900.00 for televising the sewer system at School Street.

ROLL CALL VOTE:

Ayes: 4, Trustees Altmaier, Hengels, Coughran and Van Buren.

Nays: 0.

Absent: 1, Trustee Lynch

Motion carried.
