DeKalb County Board met June 16.

Here is the minutes provided by the board:

The DeKalb County Board met in regular session at the Legislative Center’s Gathertorium . Chairman Frieders called the meeting to order at 7:00 p.m. and the Clerk called the roll. Those Members present were Mr. Patrick Deutsch, Mrs. Laurie Emmer, Mr. Steve Faivre, Mr. Tim Hughes, Mrs. Kathy Lampkins, Ms. Dianne Leifheit, Ms. Maureen Little, Mr. Jim Luebke, Mr. Neill Mohammad, Mr. Roy Plote, Mr. Craig Roman, Ms. Linda Slabon, Mr. Larry West, Mr. Tim Bagby, Mr. Scott Campbell, Ms. Mary Cozad, Mrs. Karen Cribben, Mr. Bill Cummings, and Chairman John Frieders. Those absent were Ms. Kiara Jones, Ms. Terri Mann-Lamb, Mr. Jerry Osland, Vice-Chair Suzanne Willis, and Ms. Rukisha Crawford. A quorum was established with nineteen Members present and five absent.

Chairman Frieders asked Mr. Deutsch to lead in the reciting of the Pledge of Allegiance.

APPROVAL OF AGENDA

Motion

It was moved by Mr. Plote and seconded by Mr. Campbell to approve the agenda as presented.

Voice Vote

Chairman Frieders called for a voice vote to approve the agenda. The motion carried unanimously.

APPROVAL OF MINUTES

Motion

Ms. Cozad moved to approve the minutes of the May 19, 2021 County Board Meeting. Mrs. Emmer seconded the motion.

Voice Vote

Chairman Frieders asked for a voice vote on the approval of the minutes. All Members voted yea. Motion carried unanimously.

COMMUNICATIONS AND PROCLAMATIONS

Employee Service Awards for June 2021

Chairman Frieders recognized the following County Employees who were celebrating Service Awards in the month of June 2021: Five Years: Lisa Gonzalez – Health Department, Maira Marquez – Health Department, Terri Gardner – Finance Office; Ten Years: Nathan Schwartz – Highway Department, Fifteen Years: Kimberly Stiles – Sheriff’s Office; Twenty-Five Years: Jennifer Whitmore – Rehab & Nursing Center.

Proclamation P2021-02: A DeKalb County Salute to the National Guard

Motion

Mrs. Cribben read a Proclamation Recognizing the Illinois National Guard's Support During the COVID-19 Crisis. She also moved to proclaim that the DeKalb County Board hereby extends their sincerest gratitude and humble thanks to the National Guard for services rendered and continued sacrifices on behalf of your neighbors, friends, family and community. Mr. Roman seconded the motion.

Voice Vote

The Chair called for a voice vote on the motion. All Members present voted yea. Motion carried unanimously.

Proclamation P2021-03: “Roger A. Scott Day”

Motion

Ms. Leifheit read and moved to approve a Proclamation recognizing Sheriff Roger Scott who has served honorably and will retire on June 23, 2021, after over 52 years of commendable, dedicated, and faithful service to the DeKalb County Government, the DeKalb County Sheriff’s Office, and the citizens of DeKalb County by proclaiming that Wednesday, June 23, 2021, the date of Roger Scott’s retirement, be declared “Roger A. Scott Day” throughout DeKalb County. Mr. Bagby seconded the motion.

Voice Vote

Chairman Frieders called for a voice vote on the motion. All Members voted yea. Motion carried unanimously.

PUBLIC COMMENTS

There were no public comments.

APPOINTMENTS

Chairman Frieders recommended approval of the following appointment:

a. Somonauk Fire Protection District: Nycole Woody appointed immediately to fill the unexpired term of Edward Stahl until April 30, 2023.

b. Regional Planning Commission: Suzanne Fahnestock (Maple Park) appointed until March 31, 2022; Bob Pritchard (Hinckley) appointed until March 31, 2024.

c. Regional Planning Commission - Alternates: Dawn Wucki-Rossbach (Maple Park) appointed until March 31, 2022.

Motion

It was moved by Mr. Faivre and seconded by Mrs. Emmer to approve the recommended appointments as presented.

Voice Vote

Chairman Frieders called for a voice vote. The motion carried unanimously.

Ordinance O2021-08: An Ordinance Approving a Special Use Permit for a Large-Scale Agritainment Use in Cortland Township

Motion

Mr. Faivre moved the DeKalb County Board hereby approves to grant a Special Use Permit, with conditions as outlined in the Ordinance, to Mark Yaeger for a large-scale agritainment use, on property located at 16463 State Route 38, in Cortland Township. Mr. Luebke seconded the motion.

Voice Vote

Chairman Frieders called for a voice vote on the motion. The Motion carried unanimously.

COUNTY HIGHWAY COMMITTEE

Resolution R2021-40: Jurisdictional Transfer of South First Street to the Road District of Afton Motion

Mr. Plote moved that the DeKalb County Board hereby approves to execute an agreement to transfer the jurisdiction of approximately 3.31 miles of South First Street from the north edge of pavement of Perry Road northerly and easterly to the south edge of pavement of Gurler Road, in its entirety, from the County to the Road District of Afton. Mr. Deutsch seconded the motion. Voice Vote

The Chair called for a voice vote. All Members present voted yea. Motion carried unanimously.

Resolution R2021-41: Jurisdictional Transfer of South First Street to the Road District of DeKalb

Motion

Mr. Plote moved that the DeKalb County Board hereby approves to execute an agreement to transfer the jurisdiction of approximately 0.22 miles of South First Street from the north edge of pavement of Gurler Road to the south corporate limits of the City of DeKalb, in its entirety, from the County to the Road District of DeKalb. Ms. Slabon seconded the motion.

Voice Vote

The Chair called for a voice vote. All Members voted yea. Motion carried unanimously.

Resolution R2021-44: Award Resolution for the Hot-Mix Asphalt Resurfacing of South First Street, Perry Road, Waterman Road and Chicago Road

Motion

Mr. Plote moved the DeKalb County Board hereby approves the lowest bid meeting specifications to Curran Contracting Company of Crystal Lake, Illinois for the hot-mix resurfacing of 6.79 miles of Chicago Road from Shabbona Road east to Illinois State Route 23 in the amount of $1,435,072.61 and for the hot-mix resurfacing of 3.58 miles of South First Street from Perry Road north and east to the City Limits of DeKalb; 2.07 miles of Perry Road from South First Street east to Illinois State Route 23 and 5.13 miles of Waterman Road from 50 feet south of Cruise Lane north to Perry Road in the amount of $2,507,176.75. Mrs. Cribben seconded the motion.

A roll call vote was taken. Those Members voting yea were Mr. Deutsch, Mrs. Emmer, Mr. Faivre, Mr. Hughes, Mrs. Lampkins, Ms. Leifheit, Ms. Little, Mr. Luebke, Mr. Mohammad, Mr. Plote, Mr. Roman, Ms. Slabon, Mr. West, Mr. Bagby, Mr. Campbell, Ms. Cozad, Mrs. Cribben, Mr. Cummings, and Chairman Frieders. All Members present voted yea. Motion carried unanimously.

FINANCE COMMITTEE

Resolution R2021-42: Salaries of Elected Officials

Motion

Mr. Bagby moved that the DeKalb County Board does hereby establish the salaries, as outlined in the Resolution, for the County Board Chairperson, County Board Vice-Chairperson, Committee Chairperson, County Board Members, County Clerk & Recorder, County Sheriff, and County Treasurer for the terms beginning after the November 8, 2022 General Election. Mr. Faivre seconded the motion.

Roll Call Vote

The Chairman called for a roll call vote on the motion as presented. Those Members voting yea were Mr. Deutsch, Mrs. Emmer, Mr. Faivre, Mr. Hughes, Ms. Leifheit, Ms. Little, Mr. Luebke, Mr. Mohammad, Mr. Plote, Mr. Roman, Ms. Slabon, Mr. West, Mr. Bagby, Mr. Campbell, Ms. Cozad, Mrs. Cribben, Mr. Cummings, and Chairman Frieders. Mrs. Lampkins abstained. The motion carried with eighteen yeas and one abstention.

Resolution R2021-43: Approval of the Courthouse Reconfiguration Project

Motion

Mr. Bagby moved that the DeKalb County Board does hereby approve the Courthouse renovation and build-out project of up to $1,680,000 with funding for said project to come from the sources identified in the Resolution and that this construction project shall be managed by the DeKalb County Public Building Commission. Ms. Leifheit seconded the motion. Roll Call Vote

The Chair called for roll call vote. Those Members voting yea were Mr. Deutsch, Mrs. Emmer, Mr. Faivre, Mr. Hughes, Mrs. Lampkins, Ms. Leifheit, Ms. Little, Mr. Luebke, Mr. Mohammad, Mr. Plote, Mr. Roman, Ms. Slabon, Mr. West, Mr. Bagby, Mr. Campbell, Ms. Cozad, Mrs. Cribben, Mr. Cummings, and Chairman Frieders. All Members present voted yea. Motion carried unanimously.

Claims – June 2021

Motion

Mr. Bagby moved to approve the payment of claims for this month, and the off-cycle claims paid during the previous month, including all claims for travel, meals, and lodging, in the amount of $6,027,341.01. Mr. Roman seconded the motion.

Roll Call Vote

Chairman Frieders asked for a roll call vote on the approval of the June 2021 Claims. Those Members voted yea were Mr. Deutsch, Mrs. Emmer, Mr. Faivre, Mr. Hughes, Mrs. Lampkins, Ms. Leifheit, Ms. Little, Mr. Luebke, Mr. Mohammad, Mr. Plote, Mr. Roman, Ms. Slabon, Mr. West, Mr. Bagby, Mr. Campbell, Ms. Cozad, Mrs. Cribben, Mr. Cummings, and Chairman Frieders. All Members present voted yea. The motion carried unanimously.

 Ms. Cozad seconded the motion. 

Voice Vote

The Chairman requested a voice vote to accept the Reports of County Officials as presented.  

Motion carried unanimously.

ADJOURNMENT  Motion

 Mr. Luebke moved to adjourn the meeting at 7:27 p.m. and Mrs. Lampkins seconded the motion.
