DeKalb County Forest Preserve District Board met Oct. 20.

The DeKalb County Forest Preserve District Commissioners met in regular session at the Legislative Center’s Gathertorium beginning at 7:28 p.m. President Frieders called the meeting to order and the Secretary called the roll. Those Commissioners present were Mr. Tim Hughes, Mrs. Kathy Lampkins, Ms. Dianne Leifheit, Ms. Maureen Little, Mr. Jim Luebke, Ms. Terri Mann Lamb, Mr. Jerry Osland, Mr. Roy Plote, Mr. Craig Roman, Ms. Linda Slabon, Mr. Ellingsworth Webb, Mr. Larry West, Vice-President Suzanne Willis, Mr. Tim Bagby, Mr. Scott Campbell, Ms. Mary Cozad, Ms. Rukisha Crawford, Mrs. Karen Cribben, Mr. Bill Cummings, Mr. Patrick Deutsch, Mrs. Laurie Emmer, Mr. Steve Faivre and President John Frieders. Ms. Kiara Jones was absent. A quorum was established with twenty-three Commissioners present and one absent.
APPROVAL OF AGENDA
President Frieders noted that they needed to postpone the approval of the October Claims until next month.
Motion
Mr. Plote moved to approve the agenda as amendment and Mr. Roman seconded the motion.
Voice Vote
President Frieders called for a voice vote to approve the agenda as amended. The motion carried unanimously.
APPROVAL OF MINUTES
Motion
Ms. Crawford moved to approve the minutes of the September 15, 2021 meeting. Mr. Hughes seconded the motion.
Voice Vote
President Frieders asked for a voice vote on the approval of minutes. All Commissioners voted yea. Motion carried unanimously.

STANDING COMMITTEE REPORTS
Resolution FP-R2021-05: Authorizing an Agreement with the Region 5 Association of Snowmobile Clubs
Motion
Mr. Roman moved that the DeKalb County Forest Preserve District Commissioners do hereby approve to enter into a Use Agreement with the Clubs of Region 5 Association Snowmobile Club for marking, maintaining, and operating snowmobile trails in a section of the Great Western Trail in DeKalb County and further authorizes and directs the President of the Commission to sign said Agreement on behalf of the District in accordance with its terms. Mr. Hughes seconded the motion.
Voice Vote
President Frieders called for a voice vote on the motion as presented. All Commissioners present voted yea. The motion carried unanimously.
Resolution FP-R2021-06: Award Resolution for the Russell Woods Bridge Replacement Project
Motion
Mr. Roman moved that the DeKalb County Forest Preserve District Commissioners do hereby approve the lowest bid meeting specifications to Martin & Company Excavating of Oregon, Illinois for provisions of replacing the 60-year-old footbridge across the Kishwaukee River at Russell Woods Forest Preserve in the total amount of $263,752.80. Ms. Mann-Lamb seconded the motion as presented.

President Frieders called for a roll call vote. Those Members voting yea were Mr. Hughes, Mrs. Lampkins, Ms. Leifheit, Ms. Little, Mr. Luebke, Ms. Mann-Lamb, Mr. Osland, Mr. Plote, Mr. Roman, Ms. Slabon, Mr. Webb, Mr. West, Vice-President Willis, Mr. Bagby, Mr. Campbell, Ms. Cozad, Ms. Crawford, Mrs. Cribben, Mr. Cummings, Mr. Deutsch, Mrs. Emmer, Mr. Faivre, and President Frieders. The motion carried unanimously.
Ms. Mann-Lamb left at 7:33 p.m.
OLD BUSINESS / NEW BUSINESS
On Saturday, October 16, 2021, the Sycamore Park District and DeKalb County Forest Preserve District celebrated the official completion of Segment 1 of the Great Western Trail Extension. In addition to celebrating with friends and partners on a local level, the two agencies have been recognized by the Illinois Association of Park District as the 2021 recipient of the Intergovernmental Cooperation Award. This award recognizes agencies whose successful intergovernmental agreements or partnerships maximize tax dollars and benefit residents throughout the community.
Mr. Roman presented Forest Preserve District Superintendent Terry Hannan with the Award. The Commissioners congratulated the District on the project and the award.

Mr. Osland moved to adjourn the meeting at 7:38 p.m. and Mr. Roman seconded the motion.
