City of Sandwich City Council met Oct. 25.

Here are the minutes provided by the council:

In the absence of Mayor Latham, City Clerk Ii called the meeting to order at 7:00 PM followed by the Pledge of Allegiance.

Roll call was taken:

Present: City Clerk Ii, Aldermen Holcomb, Johnson, Killey, Kreinbrink, Littlebrant & Whitecotton Quorum established

Also present: Attorney Harrill, Chief Bianchi, City Treasurer Dell & EMA Director Ciciora Absent: Mayor Latham, Aldermen Fritsch & Robinson, & Building Official Steffens

Mayor Pro Tem: City Clerk Ii requested a motion to appoint a Mayor Pro Tem for the remainder of the meeting. Motion made by Alderman Whitecotton, and seconded by Alderman Littlebrant, appointing Alderwoman Killey as Mayor Pro Tem. Aye: Aldermen Holcomb, Johnson, Killey, Kreinbrink, Littlebrant & Whitecotton Nay:0 Motion carried 6:0

Audience Comments: None

Sergeant Oath of Office: Mayor Pro Tem Killey administered the Oath of Office for Police Sergeant to Travis Kurtz.

Consent Agenda: Motion made by Alderwoman Johnson and seconded by Alderman Whitecotton to adopt the Consent Agenda as presented. Motion carried unanimously on voice vote

a. Approval of Regular Council Meeting Minutes of October 11, 2021

b. Approval of Committee-of-the-Whole Meeting Minutes of October 18, 2021

c. Approval of October bills totaling $ 198,717.18

Mayor Pro Tem Killey, in the absence of Mayor Latham

a. Ordinance 2021-14 entitled “An Ordinance Approving the Final Plat for Fairwind Crossing in the City of Sandwich, DeKalb County, Illinois” presented for passage.

Motion made by Alderman Holcomb, and seconded by Alderman Kreinbrink. Aye: Aldermen Holcomb, Johnson, Killey, Kreinbrink, Littlebrant & Whitecotton Nay:0 Motion carried 6:0

b. Resolution 21-12 entitled “Resolution Authorizing the Sale of Surplus Real Estate in Fairwind Crossing Subdivision in the City of Sandwich, Illinois” presented for passage.

So moved by Alderman Whitecotton. Motion seconded by Alderman Holcomb. Aye: Aldermen Holcomb, Johnson, Killey, Kreinbrink, Littlebrant & Whitecotton Nay:0 Motion carried 6:0

c. Motion to approve the third contract installment payment to Harbour Contractors in the amount of $242,872.47 drawn from budget line item #010.0107.90.6800.

Motion made by Alderwoman Johnson approving payment to Harbour Contractors in the amount of $242,872.47. Alderman Whitecotton seconded. Aye: Aldermen Holcomb, Johnson, Killey, Kreinbrink, Littlebrant & Whitecotton Nay:0 Motion carried 6:0

City Clerk Ii: No report

City Treasurer Dell: No report

City Department Reports:

EMA Director Ciciora reported that EMA assisted with the downtown trick or trick this past Saturday and will be assisting again on Sunday, October 31st for Halloween.

Chief Bianchi: No report

Engineering: No report

Aldermen Reports: Several aldermen commented that they had received negative feedback on the proposed golf cart and side-by-side ordinance whereas others said they had received positive comments.

Alderman Kreinbrink said he had been in touch with ComEd via webinar regarding a critical infrastructure issue in the city and will be getting in touch with the city department to talk about what they feel is the most critical pathway for electrical restoration as well as other critical infrastructure in town.

Announcements: The next Finance Committee Meeting will be held on Monday, November 1st, 2021, following the Committee-of-the-Whole Meeting.

Adjournment: There being no further business to come before the Council, motion made by Alderwoman Johnson and seconded by Alderman Holcomb to adjourn the Regular Council meeting at 7:12 PM. Motion carried unanimously via viva voce vote.
