DeKalb County Forest Preserve District Committee met Feb. 23.

Here are the minutes provided by the committee:

The Forest Preserve Committee of the DeKalb County Board met in Sycamore, Illinois on Thursday, February 23, 2023. Vice Chair Mary Cozad called the meeting to order at 5:58pm. Those Members present were Meryl Domina, Benjamin Haier, Maureen Little, Terri Mann-Lamb, and Stewart Ogilvie. A quorum was established with six Members present, one absent.

Others present included Forest Preserve Superintendent Terry Hannan and Liam Sullivan

APPROVAL OF THE AGENDA

Domina moved to approve the agenda as presented. Haier seconded the motion and it was carried unanimously.

APPROVAL OF THE MINUTES

It was moved by Mann-Lamb, seconded by Ogilvie and it was carried unanimously to approve the minutes of the January 26, 2023 Forest Preserve Committee Meetings.

PUBLIC COMMENTS

There were no public comments.

MONTHLY REPORTS

Mr. Hannan told the Committee that the Forest Preserve District’s Quarterly Report will be available in March. Additionally, a list of the Spring Volunteer events was provided to the Committee. Mr. Hannan also mentioned that Forest Preserve Staff will be hosting pop-up nature events for the public. Finally, Mr. Hannan explained that the preserves experienced minor damage from the recent ice storm.

FP-R2023-01 A RESOLUTION AUTHORIZING AN OPEN PURCHASE ORDER FOR PROCUREMENT OF CERTAIN FOREST PRESERVE VEHICLES

Mr. Hannan explained that the local government bodies typically procure vehicles through the State of Illinois’ Joint Cooperative Purchasing Agreement. This was canceled in 2021 due to market constraints. The County’s Highway Department went out to bid for the specified vehicles and equipment in January and received no bids.

Because the cost of maintaining the current equipment is more expensive than purchasing new equipment, it was decided than an open purchase order was the best course of action for procuring new vehicles and equipment with the current market constraints. An open purchase allows the Forest Preserve District to purchase the specified or equivalent vehicles and equipment when they become available. This Resolution authorizes the Forest Preserve District to procure the specified or equivalent vehicles and equipment at a cost not to exceed to the dollar amount specified.

It was moved by Mann-Lamb, Seconded by Ogilvie and approved unanimously to forward FP R2023-001 to the Forest Preserve District Board.

COMMITTEE COMMENTS

There were no committee comments.

EXECUTIVE SESSION

Mann-Lamb Moved to enter Executive Session for the Purposes of discussing Land Acquisition provided for by 5ILCS 120/2(c)(5) at 6:09PM. Those voting yea were Domina, Haier, Little, Mann Lamb, Ogilvie, and Vice-Chair Cozad. None were Opposed. Motion carried unanimously.

The Committee entered back into their Open Meeting at 6:29 PM.

ADJOURNMENT

Haier moved to adjourn the meeting. Mann-Lamb seconded the motion and it was carried unanimously.
