Village of Hinckley Committee of the Whole met April 24.

CALL BOARD MEETING TO ORDER: Meeting was called to order by President Pro Tem Kula at 7:42PM. Roll call was taken showing the following:
Present: Trustees Russell Kula, Steve Gayhart, Sarah Quirk, and Mike Constant. Quorum Established. Absent: Michele Greene-Larsen and Walter Rainford.
Also Present: Deputy Clerk Kathy Michaels, Police Chief Ken Gettemy, Treasurer Dave Maroo, Brandon Kramer, and Members of the Public.
PUBLIC COMMENT
Nate, Erin, and Ashlynn Lamasters (281 E. Slater), Nick and Levi Marquardt (181 Ray St), Steven and Mandy Kreitzer (205 E. Slater), Danny Puknanaitis (431 E. McKinley), Ashley Liakas (595 Coster Pl), A. Rojic (641 Louise), Trish Forsberg (155 N. Oak St), Joseph Marcinkowski (nonresident), Rebecca D. (nonresident) all spoke in favor of no changes to the Standards for the Keeping of Chickens. Mandy Kreitzer stated she has a presenter scheduled for May 8th at 7p from the University of Illinois. President Pro Tem Kula stated to Steven Kreitzer that it was supposed to be at tonights meeting. Kreitzer stated that it would have been impossible to schedule a presenter on such short notice. President Pro Tem Kula stated he would have to speak to Clerk Losiniecki. Steven Kreitzer tried to hand out information to the board and Attorney Lundgren stated that could not be done. The information could be put on a table in back for people to pick up after the meeting.

Approval of Committee of the Whole meeting minutes from 04/10/23
Trustee Constant moved to approve the minutes from April 10, 2023, and Trustee Quirk seconded the motion. Roll call vote: Quirk-Aye, Gayhart-Aye, Kula-Aye, and Constant-Aye. Motion carried.

Treasurer Maroo advised Trustee Constant that the Auditors will be here for one day, May 23rd and then June 12th to June 15th.
Public Safety
*Discussion and Recommendation: Standards for keeping chickens
Trustee Quirk stated that we have a new board member that will be sworn in at the next meeting on May 8, 2023, and we should hold off on any discussions until she can participate. Trustee Quirk advised Joseph Marcinkowski (Dekalb County Board Representative District 11) that DeKalb County has restrictions as well that he must abide by. Trustee Quirk stated she has had residents come to her stating that they are very uncomfortable with coming to the meeting with the residents that are all for chickens.

*Discussion and Recommendation: Water Service Line Updates
Trustee Gayhart stated that Dale Youngers was supposed to give an update tonight but with the power outage he is not available. Gayhart stated they are down to 30 homes to speak with the residents. Only 11 homes have lead service. Dale Youngers will be able to give a better update at the next Committee of the Whole Meeting.
*Discussion and Recommendation: Source Water Protection Plan Update
Trustee Gayhart stated that we are keeping on schedule. Dale Youngers will give an update at the next Committee of the Whole Meeting.

PUBLIC COMMENT
Steven Kreitzer stated he understands that some people don’t want chickens. If there are any issues, then the residents need to contact the Village or Police Department to get the problem solved.
Mandy Kreitzer stated her son can earn Cub Scout Patches taking care of the chickens.
Erin LaMaster stated she feels just as uncomfortable coming to these meetings as the people who are opposed to chickens.
ADJOURMENT
Trustee Constant moved to adjourn the meeting at 8:35 PM and Trustee Quirk seconded the motion. Voice vote: all in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for May 8, 2023, immediately following the Regular Board Meeting.
