Village of Hinckley Board of Trustees met July 24.

Here are the minutes provided by the board:

CALL BOARD MEETING TO ORDER: Meeting was called to order by President Pro Tem Constant at 7:00 PM.

Roll call was taken showing the following:

Present: Sarah Quirk, Jennifer Klambauer, Alyssa Prickett, Russell Kula, Steve Gayhart, and Mike Constant. Quorum Established.

President Pro Tem Constant moved to appoint Trustee Quirk as President Pro Tem and Trustee Kula seconded the motion. Roll call vote: Quirk-Aye, Klambauer-Aye, Prickett-Aye, Kula-Aye, Gayhart-Aye, and Constant-Aye. Motion carried.

Absent: None.

Also Present: Village Clerk Elizabeth Losiniecki, Deputy Clerk Kathy Michaels, Police Chief Ken Gettemy, Ceneca Wagner, Brandon Kramer, Dale Youngers, and Members of the Public.

GENERAL BUSINESS

• Agenda item for discussion/approval: July 10, 2023, Public Hearing Meeting Minutes Trustee Constant moved to approve the minutes from July 10, 2023, and Trustee Gayhart seconded the motion. Roll call vote: Klambauer- Aye, Prickett-Aye, Kula-Aye, Gayhart-Aye, Constant-Aye, and Quirk-Aye. Motion carried.

• Agenda item for discussion/approval: July 10, 2023, Regular Board Meeting Minutes Trustee Kula moved to approve the minutes from July 10, 2023, and Trustee Gayhart seconded the motion. Roll call vote: Prickett-Aye, Kula-Aye, Gayhart-Aye, Constant-Aye, Quirk-Aye, Klambauer- Aye Motion carried.

• Agenda item for discussion/approval: Payment of Invoices Due

Trustee Constant moved to approve the invoices as presented and Trustee Prickett seconded the motion. Roll call vote: Kula-Aye, Gayhart-Aye, Constant-Aye, Quirk-Aye, Klambauer-Aye, and Prickett Aye. Motion carried.

PRESIDENT’S REPORT

ATTORNEY’S REPORT

No Report.

CLERK’S REPORT

No Report.

ENGINEER’S REPORT

Brandon Kramer stated that IDOT (District 3) is reviewing the plans. We should hear back from them either this week or next week.

TREASURER REPORT

Trustee Constant stated he spoke with the Treasurer Maroo and there were no major changes in the monthly report.

COMMITTEE REPORTS

Finance and Economic Development

For Discussion/Approval: Casey’s Site Plan

Trustee Constant moved to approve Casey’s Site Plan and Trustee Kula seconded the motion. Roll call vote: Gayhart-Aye, Constant-Aye, Quirk-Aye, Klambauer-Aye, Prickett-Aye, and Kula-Aye. Motion carried.

For Discussion/Approval: Ordinance 2023-08 Lead Service Line Replacement Program Trustee Constant stated that everything is in the Ordinance that we had previously discussed. Trustee Constant stated to Trustee Prickett that she could vote on this even if she had lead pipes in her home and Village Clerk Losiniecki stated there is no issue with her voting. Trustee Constant moved to approve Ordinance 2023-08 Lead Service Line Replacement Program and Trustee Gayhart seconded the motion. Roll call vote: Constant-Aye, Quirk-Aye, Klambauer-Aye, Prickett-Aye, Kula-Aye, and Gayhart-Aye. Motion carried.

Public Safety

Trustee Prickett asked Chief Gettemy if he had heard anything back from the Village of Big Rock. He stated the Village President was out of town and just got back. He has not had a call back from him.

For Discussion/Approval: Full-Time and Part-Time Police Officers Pay Increase Chief Gettemy apologized for getting the information out so late. He just received the final information on Friday afternoon. He stated we will put it on the August 14th Board Meeting in Executive Session.

Chief Gettemy stated that the Police Department will be participating in National Night Out on Tuesday, August 1st from 5p to 7p at Pioneer Park. He is waiting to hear back from Fire Chief Gorsky if he will have personnel available to bring out any fire apparatus as well.

Streets & Alleys

For Discussion/Approval: Update on Tornado Siren

Trustee Kula stated he spoke with Lieutenant Rood from the DeKalb County Sheriff's Office. He stated that they will serve as only a back-up to those appointed village personnel responsible for Primary activation in the event they are physically unable. Trustee Constant stated that Trustee Kula has put a lot of time and energy into this project. Our goal was to have them as the first point of setting off the siren. Trustee Constant stated at least we have a backup. Trustee Kula stated that for around $8000.00 we could have the National Weather Service set off the Tornado Siren. Genoa is in the process of having this done. Trustee Constant stated he will give them a call to find out what the process is to have this done. Chief Gettemy asked Trustee Kula if he had spoken to the coroner to see if there was any money available out of the Emergency Management fund. Trustee Kula stated that he never asked him. Trustee Constant stated he will call Genoa tomorrow and Trustee Kula stated he would contact Lieutenant Rood. Village Clerk Losiniecki reminded Trustee Kula that Fire Chief Steve Gorsky is not Village Personnel. The Hinckley Fire and Protection District is a separate entity. Trustee Quirk stated why not add all village personnel that way we are covered. Chief Gettemy also stated he will look and see if there is any grant money available. Trustee Constant stated we may also be able to use COVID money.

Trustee Kula stated Jack had contacted him regarding 180 N. View Street. The homeowners started work without a permit and then obtained a permit on August 17, 2022. They had some financial difficulties and have not been able to complete the work in the 1-year period. They are looking for a 9-month extension. Trustee Kula was looking to the board for their opinions in this matter. There was a short discussion and they all agreed to allow the extension for no additional cost.

Trustee Klambauer moved to adjourn the meeting at 7:29 pm and Trustee Gayhart seconded the motion. Voice vote: All in favor. Motion carried. The next Regular Board Meeting will be held on August 14, 2023.
