Village of Hinckley Committee of the Whole met Aug. 14.

CALL BOARD MEETING TO ORDER: Meeting was called to order by President Pro Tem Quirk at 7:44 PM. Roll call was taken showing the following:
Present: Trustees Sarah Quirk, Jennifer Klambauer, Alyssa Prickett, Russell Kula, Steve Gayhart, and Mike Constant. Quorum Established.
Absent: None.
Also Present: Deputy Clerk Kathy Michaels, Police Chief Ken Gettemy, Ceneca Wagner, Brandon Kramer, Dale Youngers, and Members of the Public.

GENERAL BUSINESS
Approval of Committee of the Whole meeting minutes from 07/24/23
Trustee Constant moved to approve the minutes from July 24, 2023, and Trustee Klambauer seconded the motion. Roll call vote: Quirk-Aye, Klambauer-Aye, Prickett-Aye, Kula-Aye, Gayhart-Aye, and Constant-Aye. Motion carried.

Streets & Alleys
*Discussion and Recommendation: Update on Public Works Truck
Ceneca Wagner stated there is a 5% chance to get a truck by February 2024. Otherwise, it will be sometime in 2025. They stopped manufacturing the truck for 6 months and that is why they are impossible to find. Currently they are going for $85,000.00 and trade in should be around $40,000.00. Paperwork is signed so if a vehicle becomes available it will be ours.
*Discussion and Recommendation: 125 S. May Street (Road and Sidewalk Repair) Ceneca Wagner stated there are two renters at the above address. There are 9 squares of concrete that are broken. There is also a section of road that when it rains water sits there. The cost of the repair the last time we got a quote was just under $5,000.00. Dale Youngers stated that if we do that work, we should raise the fire hydrant. It is sunk low in the ground. O’Donnell’s would be the ones to do the work. Trustee Klambauer asked if that is commercial property? Deputy Clerk Michaels said would ask Village Clerk Losiniecki.
Trustee Kula asked who is responsible for cutting the grass across the street from the elementary school. Ceneca Wagner stated the state is responsible for cutting that grass.
Buildings, Grounds & Parks
Trustee Klambauer asked if there was an ad put on Indeed for the Parks Coordinator position. Deputy Clerk Michaels stated she would ask Village Clerk Losiniecki.
Trustee Klambauer thanked Ceneca Wagner for texting her and advising her of the tree down in Garfield Park. Ceneca stated they will get the tree out or have a service take care of it. Ceneca asked Trustee Klambauer if she would like the bricks brought to Village Hall for safe keeping until the tree is replaced and they can be put back down again. She agreed that would be the best plan.
Water & Sewer
*Discussion and Recommendation: Professional Services Agreement for Lead Service Line Replacement
Brandon Kramer stated that the Lead Service Line Plan needs to be in effect by April 2024. Tim has put together the whole PSA. Cost is approximately $20,000.00. If you have any questions, Brandon advised he will take them back to Tim for answers. Trustee Gayhart stated that this was very in-depth and covers everything until 2027. We will put it on the next Regular Board Meeting, August 28, 2023, for a vote.
Trustee Gayhart stated he will go and speak to 211 Maple Street regarding doing the Lead Service Line prior to the roadwork being done. Dale Youngers reminded the board that they must give a two week notice and boil order. Ceneca stated they will probably be able to cap it off and no boil order would be needed.
Finance & Economic Development Report

OPEN DISCUSSION
Trustee Prickett as if there was any landlord registry that we could do in town. Attorney Lundgren stated DeKalb does it and yes, it is possible. Trustee Quirk stated that we would have to create an ordinance for doing this.

Trustee Klambauer moved to adjourn the meeting at 8:15 PM and Trustee Gayhart seconded the motion. Voice vote: all in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for August 28, 2023, immediately following the Regular Board Meeting.
