Village of Hinckley Committee of the Whole met Aug. 28.

Here are the minutes provided by the committee:

CALL BOARD MEETING TO ORDER: Meeting was called to order by Interim Village President Quirk at 8:07 PM. Roll call was taken showing the following:

Present: Trustees Sarah Quirk, Jennifer Klambauer, Alyssa Prickett, Russell Kula, Steve Gayhart, and Mike Constant. Quorum Established.

Absent: None.

Also Present: Village Clerk Elizabeth Losiniecki, Deputy Clerk Kathy Michaels, Police Chief Ken Gettemy, Treasurer Dave Maroo, Brandon Kramer, and Members of the Public.

PUBLIC COMMENT

None.

GENERAL BUSINESS

Approval of Committee of the Whole meeting minutes from 08/14/23

Trustee Klambauer moved to approve the minutes from August 14, 2023, and Trustee Prickett seconded the motion. Roll call vote: Quirk-Aye, Klambauer-Aye, Prickett-Aye, Kula-Aye, Gayhart-Aye, and Constant-Aye. Motion carried.

ENGINEER’S REPORT

COMMITTEE REPORTS

Personnel

Trustee Kula wanted to know where the updated personnel calendar for vacation time. Trustee Quirk advised Trustee Kula that it was online under Outlook and then click on the calendar.

Public Safety

No Report.

Streets & Alleys

*Discussion and Recommendation: Road Program & Donald Street Widening Brandon Kramer stated that Builders was the lowest bid for the Road Program at $276,000 and for the Donald Street Widening was Universal at $174,000. Kramer wanted to know if they want to reduce any of the work for the Road Program since there is on $235,000 available in MFT funds. You could reduce the cost of $17,000 on Garfield and $30,000 at the Maple/McKinley Intersection.

Trustee Constant suggested to do all of it along with Treasurer Maroo. Trustee Kula stated as well to do the whole thing and include continuous curb down Maple Street. This will be on the agenda for September 11th. Trustee Kula also asked Trustee Gayhart if the property owner on Maple Street that has the lead service line issue has been spoken too. Gayhart advised Kula the issue is being handled.

Buildings, Grounds & Parks

*Discussion and Recommendation: Update on Park Coordinator position

Trustee Klambauer advised the board that they had received several resumes on Indeed and will be setting up interviews soon. She also advised that it was posted on the Hinckley HUB. Village Clerk Losiniecki advised the board that those records need to be retained and she will need copies of all resumes received from that site.

*Discussion and Recommendation: Park Advisory Board

Trustee Klambauer asked if we needed a Park Advisory Board. Treasurer Maroo stated that it doesn’t work. You cannot get people to show up to meetings. They suggested Trustee Klambauer and the new Park Coordinator would be good and would not need a Park Advisory Board.

*Discussion and Recommendation: Tree Board

The Tree Board is all still in the Ordinance. They just have no members currently.

Water & Sewer

Trustee Kula asked Trustee Gayhart what the situation is regarding the Lift Stations. Trustee Gayhart stated that he is still working on the process. We have until the end of 2024 to use the grant money.

Finance & Economic Development Report

No Report.

Trustee Klambauer moved to adjourn the meeting at 8:34 PM and Trustee Gayhart seconded the motion. Voice vote: all in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for September 11, 2023, immediately following the Regular Board Meeting.
