Village of Hinckley Committee of the Whole met Sept. 11.

Here are the minutes provided by the committee:

CALL BOARD MEETING TO ORDER: Meeting was called to order by Interim Village President Quirk at 7:38 PM. Roll call was taken showing the following:

Present: Trustees Sarah Quirk, Jennifer Klambauer, Alyssa Prickett, Russell Kula, Steve Gayhart, and Mike Constant. Quorum Established.

Absent: None.

Also Present: Deputy Clerk Kathy Michaels, Ceneca Wagner, Treasurer Dave Maroo, Brandon Kramer, Dale Youngers, and Members of the Public.

PUBLIC COMMENT

None.

GENERAL BUSINESS

Approval of Committee of the Whole meeting minutes from 08/28/23

Trustee Constant moved to approve the minutes from August 28, 2023, and Trustee Gayhart seconded the motion. Roll call vote: Quirk-Aye, Klambauer-Aye, Prickett-Aye, Kula-Aye, Gayhart-Aye, and Constant-Aye. Motion carried.

PRESIDENT’S REPORT

Trustee Quirk stated that she will be attending the IML Conference on September 15, 2023.

ATTORNEY’S REPORT

CLERK’S REPORT

ENGINEER’S REPORT

No Report.

COMMITTEE REPORTS

Public Safety

Trustee Prickett also stated she will be attending the IML Conference on September 15, 2023.

Trustee Kula spoke with Dennis Miller regarding grant money to use towards the upgrade to the National Weather Service for the tornado siren. Miller stated he is waiting for an email back from the person in charge of that grant money.

Buildings, Grounds & Parks

Trustee Klambauer stated it is time to go over the IT renewal. Village Clerk Losiniecki just emailed her the information to go over. Trustee Prickett advised she is familiar with IT and is willing to help Klambauer out if she would like.

Trustee Klambauer stated she has had 3 interviews for the Park Coordinator position and will have 2 more interviews on Thursday afternoon. She hopes to have the coordinator picked by Friday.

Finance & Economic Development Report

OPEN DISCUSSION

Trustee Prickett asked if we could get the Village of Hinckley website updated with the current Trustees.

Trustee Klambauer asked if there was any way that we could get Village issued computers which would be village property only. That would cut out all the extra papers that we have for our meetings. She didn’t know where the funds for that would come from. Treasurer Maroo stated it would be hers, Buildings, Grounds, and Parks. Attorney Lundgren reminded everyone that everything on the computer is subject to the Open Meetings Act and FOIA.

PUBLIC COMMENT

Bob Pritchard stated a new Historical Society Newsletter went out and has a lot of great things about our schools. The Planning Commission has reached out to the Aurora Area Convention & Visitors Bureau check out the Calendar of Events. The Historical Society is also hosting Stories at the Cemetery on September 24th at 3pm. There will be a dedication ceremony to honor Fannie Patterson, the first black graduate of Hinckley High and what is now NIU. She was buried in 1920 without a marker. NIU just named their newest dormitory after Fannie. Dekalb County Community Foundation will be hosting a Hinckley Gathering on Thursday, September 21st at 5:30 pm at South Moon Barbeque.

ADJOURMENT

Trustee Klambauer moved to adjourn the meeting at 7:58 PM and Trustee Prickett seconded the motion. Voice vote: all in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for September 25, 2023, immediately following the Regular Board Meeting.
