Village of Hinckley Committee of the Whole met Sept. 25.

Here are the minutes provided by the committee:

CALL BOARD MEETING TO ORDER: Meeting was called to order by Interim Village President Quirk at 7:38 PM. Roll call was taken showing the following:

Present: Trustees Sarah Quirk, Jennifer Klambauer, Alyssa Prickett, Russell Kula, and Mike Constant. Quorum Established.

Absent: Steve Gayhart.

Also Present: Village Clerk Losiniecki, Deputy Clerk Kathy Michaels, Police Chief Ken Gettemy, Treasurer Dave Maroo, and Members of the Public.

PUBLIC COMMENT

None.

GENERAL BUSINESS

Approval of Committee of the Whole meeting minutes from 09/11/23

Trustee Quirk moved to approve the minutes from September 11, 2023, and Trustee Kula seconded the motion. Roll call vote: Quirk-Aye, Klambauer-Aye, Prickett-Aye, Kula-Aye, and Constant-Aye. Motion carried.

PRESIDENT’S REPORT

*Discussion and Recommendation: Committees

Trustee Quirk stated she would like to set up partners for committees. Such as Water &Sewer and Streets and Alleys, Buildings, Grounds, & Parks and Public Safety, Buildings, Grounds, & Parks and Personnel, Personnel and Finance & Economic Development. Trustee Klambauer asked if we wanted to formalize this or keep it informal to start. They all agreed to keep it informal to start.

*Discussion and Recommendation: Adjudication

Attorney Lundgren stated that the board had agreed to the attorney that charged $175.00 per hour with no travel fee. Village Clerk Losiniecki stated that we do not have the program yet to keep track of the adjudication but there is no reason we could not start with just an excel spreadsheet. Attorney Lundgren stated he would reach out to the attorney. Police Chief Gettemy stated we would only need probably once a month. Waterman and Somonauk both stated they would be interested in joining and we could split the fees.

*Discussion and Recommendation: Big Rock Mutual Aid

Police Chief Gettemy stated that he has spoken to the Village President from Big Rock and stated that the Trustee from Big Rock who was pushing this is supposed to be in touch with him. Police Chief Gettemy has not heard from him.

*Discussion and Recommendation: Mobile Food Truck License Fee

Village Clerk Losiniecki advised we still have no charge for the Mobile Food Truck License Fee. She recommended a nominal fee between $25.00 and $50.00 minimal. Chief Gettemy stated there is no benefit for the Village. All the tax revenue goes back to the town where they are registered. Trustee Constant stated some towns charge a fee based on one time or a yearly fee if they are in a town several times a year. The board agreed to put it on the next Regular Board Meeting October 9, 2023, for discussion of fees and a vote.

Trustee Quirk stated that the Hinckley Business Association had a very successful event on Saturday. Thank you to all who attended.

Buildings, Grounds & Parks

Trustee Klambauer stated that Trustee Prickett did research and received quotes for computers, laptops, and cell phones. Trustee Prickett stated she was at the IML Conference, and it was more uncommon not to have them. Trustee Klambauer stated she also got a quote from Future Link which she will email out to everyone. Trustee Constant stated that if we are doing all of this, we need to have the proper number of computers and cell phones and keep them all together. It was suggested that we move this to the Regular Board Meeting on October 9th, 2023.

Personnel

CLOSED SESSION (to the extent permitted by 5 ILCS 120/2a of the Illinois Open Meetings Act.) pursuant to §5 ILCS 120/2(c)(1). [Discussion of the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body)

Trustee Klambauer moved to approve going to Executive Session at 8:12 pm and Trustee Prickett seconded the motion. Roll call vote: Klambauer-Aye, Prickett-Aye, Kula-Aye, and Constant-Aye, and Quirk-Aye, Motion carried.

OPEN DISCUSSION

Trustee Klambauer advised the board that Village President Pro Tem would be riding in the fire truck for the Homecoming Parade on Friday night. She also advised there will be a candlelight ceremony on October 15th at 7:00 PM for National Pregnancy and Infant Loss Remembrance Day at Garfield Park.

There are 4 large flowerpots at the old Dreyer Medical Clinic. If someone could talk to Richard at Caseys to see if they want them or we would be interested in them before demolishing. Trustee Constant also stated that Casey’s offers $5000.00 Grant money. Police Chief Gettemy also stated that Burlington Northern also offers grants and advised Fire Chief Steve Gorsky. Trustee Prickett stated there is a lot of money for rail safety that was presented at the IML conference. Police Chief Gettemy stated there is a lot of free education for railroad safety for schools.

PUBLIC COMMENT

Bob Prichard stated on October 15th at 3 PM at the Community Building, the Historical Society will be showing a movie made in the 1980’s in Hinckley. Prichard also stated the Planning Commission will be having a meeting on Monday, October 2, 2023, at 7 PM discussing the Comprehensive Plan.

ADJOURMENT

Trustee Constant moved to adjourn the meeting at 8:36 PM and Trustee Prickett seconded the motion. Voice vote: all in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for October 9, 2023, immediately following the Regular Board Meeting.
