DeKalb County Board of Review met Oct. 11.

Here are the minutes provided by the board:

Those in attendance: Dan Cribben, Chairman; John Linderoth and Brian Rosenow, Members; Bridget Nodurft, CCAO; and Michelle Christensen, Chief Deputy.

I. Call to Order: Chairman called the meeting to order at 9:01 am.

II. Roll Call: Chairman asked that the record show all members present.

III. Review Agenda for Approval / Amendment: Brian moved to approve agenda as written. John seconded motion. All in favor, so moved.

IV. Approval of Prior Meeting Minutes: Brian moved to approve September 13, 2023 minutes. John seconded motion. All in favor, so moved.

V. Public Comments: None

VI. Work Load

a) Review to Approve / Deny Disabled Person Exemptions (HEPD): After Board review,

Brian moved to approve 4-Renewal HEPD applications. John seconded motion. All in favor, so moved. See attached list.

b) Review to Approve / Deny Disabled Veteran Exemptions (SHEDV): After Board review, Brian moved to approve 2-New and 2-Renewal SHEDV applications. John seconded motion. All in favor, so moved. See attached list.

c) Review to Approve / Deny Senior Exemptions (HE): After Board review, Brian moved to approve 7-New HE applications. John seconded motion. All in favor, so moved. See attached list.

d) Review for Recommendation to IDOR for Non-Homestead Exemptions: After Board review, Brian moved to recommend that two applications submitted receive a pro-rated exemption from date of ownerhsip and one application submitted receive a full year exemption. See attached list.

e) Review to Approve / Deny Certificate of Errors (CofE): After Board review, Brian

moved to approved CofE numbers 737-773, comprised of: 2022-36, 2021-1, with a grand total of 37. John seconded motion. All in favor, so moved.

f) Review to Approve / Deny Assessor Changes: None

g) Review to Approve / Deny Mapping Changes: None

h) Review, Prepare and Make a Recommendation for PTAB Appeals: Bridget informed the Board that we are down to 13 outstanding appeals that are awaiting a hearing.

Future meeting dates: November 8, 2023 December 13, 2023

Meeting dates and times subject to change per discretion of Board.

VII. Other Business:

a. The Board briefly discussed the recent social media posts and radio broadcast related to property assessments.

b. Bridget informed Board of candidate registered to test for the Alternate Board Member position.

c. Bridget attended the Shabbona/Paw Paw Multi-Township Meeting on October 10, 2023 to explain the roll of the Township Assessor and provide options should an Assessor resign or if one is not elected or appointed.

d. Board discussed the 2023 appeal season. Scheduled hearings will continue on Tuesdays, Wednesdays and Thursdays. Board will inform staff of any dates they are unable to attend for scheduling purposes. At this time, hearings are set to begin the week after Thanksgiving

Board. Prior to hearing scheduling, Board will be provided with an appellant list to alert staff of any conflict of interest. Board discussed the additon of 3-year income as part of an evidence requirement for all income producing properties for future Board Rules.

VIII. Adjournment: Brian moved to adjourn the meeting. John seconded motion. All in favor, so moved. Meeting adjourned at 11:03 am.
