The DeKalb County Forest Preserve District Commissioners met in regular session at the Legislative Center’s Gathertorium on Wednesday, January 17, 2024 at 8:00 p.m. President Willis called the meeting to order, and the Secretary called the roll. Those present were District Commissioners Joe Marcinkowski, Stewart Ogilvie, Jerry Osland, Michelle Pickett, Roy Plote, Chris Porterfield, Amber Quitno, Tim Bagby, Scott Campbell, Mary Cozad, Rukisha Crawford, Patrick Deutsch, Meryl Domina, Vice-President John Frieders, Ben Haier, Rhonda Henke, Savannah Ilenikhena, Kathy Lampkins, Maureen Little, Jim Luebke, Terri Mann-Lamb, and President Suzanne Willis. Ellingsworth Webb and Laurie Emmer were absent. There was a quorum established with twenty-two Commissioners present and two absent.

APPROVAL OF AGENDA

Motion

Marcinkowski moved to approve the agenda as presented and Little seconded the motion. Voice Vote

President Willis called for a voice vote to approve the agenda as presented. The motion carried.

APPROVAL OF MINUTES

Motion

Cozad moved to approve the minutes of the December 13, 2023 meeting. Quitno seconded the motion.

Voice Vote

President Willis asked for a voice vote on the approval of minutes. The motion carried.

STANDING COMMITTEE REPORTS

Resolution FP-R2024-001: A Resolution Approving the Payment of Forest Preserve Claims for December 2023, and Off-Cycle Claims Paid During the Previous Month, Including All Claims for Travel, Meals, and Lodging in the Amount of $162,370.13

MotionPlote moved that the DeKalb County Forest Preserve District Commissioners hereby approve the payment of Forest Preserve claims for December 2023, and off-cycle claims paid during the previous month, including all claims for travel, meals, and lodging in the amount of $162,370.13. Mann-Lamb seconded the motion.

Roll Call Vote

President Willis called for a roll call vote on the motion to approve the District's December 2023 claims. Those voting aye were Commissioners Marcinkowski, Ogilvie, Osland, Pickett, Plote, Porterfield, Quitno, Bagby, Campbell, Cozad, Crawford, Deutsch, Domina, Vice-President Frieders, Haier, Henke, Ilenikhena, Lampkins, Little, Luebke, Mann-Lamb, and President Willis. The motion carried 22-0-2.

Resolution FP-R2024-002: A Resolution Approving the Payment of Forest Preserve Claims for January 2024, and Off-Cvcle Claims Paid During the Previous Month, Including All Claims for Travel, Meals, and Lodging in the Amount of $201,615.64

Motion

Plote moved that the DeKalb County Forest Preserve District Commissioners hereby approve the payment of Forest Preserve claims for January 2024, and off-cycle claims paid during the previous month, including all claims for travel, meals, and lodging in the amount of $201,615.64. Quitno seconded the motion.

Roll Call Vote

President Willis called for a roll call vote on the motion to approve the District's January 2024 claims. Those voting aye were Commissioners Marcinkowski, Ogilvie, Osland, Pickett, Plote, Porterfield, Quitno, Bagby, Campbell, Cozad, Crawford, Deutsch, Domina, Vice-President Frieders, Haier, Henke, Ilenikhena, Lampkins, Little, Luebke, Mann-Lamb, and President Willis. The motion carried 22-0-2.

OLD BUSINESS / NEW BUSINESS

The annual WinterFest will be held on Saturday, January 20, 2024 at Russell Woods Forest Preserve located 1 mile west of Genoa on State Route 72. Activities are offered from 9:00 a.m. until 3:00 pm.

It is a celebration of winter and encourages families to get out together and enjoy a day of fun educational and recreational activities. The day starts with an indoor bird identification lesson and winter bird food conversation at the bird viewing windows. Each year Mr. Phil Nielson, and family, of Waterman bring their beautiful Belgian horses. The Nielsons offer horse drawn wagon rides through Russell Woods Forest Preserve from 11 to 2 p.m.

In the Natural Resource Education Center, the heart of environmental education for DeKalb County, the staff offer make and take crafts for children, family hikes, and guest speakers on a variety of topics.

Bagby moved to adjourn. In Honor of Late County Board Member Brad Belanger, at 8:06 p.m. and Mann-Lamb seconded the motion.

President Willis called for a voice vote on the adjournment. Motion carried.
