DeKalb County Board of Review met Dec. 11.

Here are the minutes provided by the board:

Those in attendance: Dan Cribben, Chairman; John Linderoth and Brian Rosenow, Members; Bridget Nodurft, CCAO, Board Clerk; Michelle Christensen, Chief Deputy; Richard Schmack, Alternate Member, and appellant Carmen Mendina, Pastor.

I. Call to Order: Chairman called meeting to order at 9:00 am.

II. Roll Call: Chairman asked that the record show all members present, as listed above.

III. Review Agenda for Approval / Amendment: Motion by John, seconded by Brian to approve the agenda as submitted. All in favor, so moved.

IV. Approval of Prior Meeting Minutes: Motion by John, seconded by Brian to approve the meeting minutes for November 13, 2024 as written. All in favor, so moved.

V. Public Comments: None

VI. Non-Homestead Exemption Hearing:

a) New Life Covenant, Parcels 06-05-209-010 & 011: Hearing began at 9:04 am with introductions. Chairman Cribben began by addressing his concerns that a church from Chicago in Cook County owns the property and from last month’s hearing, the property use appears similar to a foster home rather than that of a religious entity. Pastor Carmen Mendina explained that the New Life Covenant is a church in Chicago within Cook County, which houses many entities under the umbrella of the church. One of which is the Chicago Dream Center Ministries, to which, “Hope House for Teens” falls under the umbrella of and is seeking the exemption. This program is run by donations where foster care is state funded. They removed the youth from the unsafe neighborhoods of Chicago and chose this community to provide a safer environment allowing the youth a safe place to live, learn, and grow. They feel blessed for this program and the work they provide. Motion by Dan, seconded by John to recommend a full year exemption approval to IDOR.

Voice vote taken with 2-yay and 1-nay. Motion passed. Hearing concluded at 9:23 am.

VII. Work Load

a) Review to Approve / Deny Disabled Person Exemptions (HEPD): After Board review, motion by John, seconded by Brian to approve 1-New and 1-Renewal HEPD applications.

All in favor, so moved. See attached list.

b) Review to Approve / Deny Disabled Veteran Exemptions (SHEVD): After Board review, motion by John, seconded by Brian to approve 9-New, 1-2nd Review, and 1-3rd Review due to change in rating; SHEVD applications. All in favor, so moved. See attached list.

c) Review to Approve / Deny Senior Exemptions (HE): After Board review, motion by John, seconded by Brian to approve 9-New HE applications. All in favor, so moved. See attached list.

d) Review to Approve / Deny Assessor Changes: After Board review, motion by John, seconded by Brian to approve 33-Assessor Stipulation Agreements with two abstaintions from Brian and 51-Assessor Changes, totaling 84. All in favor, so moved.

e) Review to Approve / Deny Mapping Changes: After Board review, motion by John, seconded by Brian to approve 29-Mapping Changes. All in favor, so moved

f) Review for Recommendation to IDOR for Non-Homestead Exemptions: After Board review, motion by John, seconded by Brian to recommend a full exemption on one application. All in favor, so moved. See attached list.

g) Review, Prepare and Make a Recommendation for PTAB Appeals: Bridget updated Board of one final decision received and should soon receive 3 for 2022 assessment year. Additionally, she informed Board of contact with the Intervening Attorney of PTAB 2023-03699 and the Sycamore Township Assessor regarding a possible stiuplation agreement of 2.5 million that would carry over to the 2024 assessment year. She would ask the carry over for the 2024 assessment year include the multiplier and be for 1-year only.

VI. Other Business: Reminder, the Annual Township Assessor Meeting will be Friday, December 20, 2024 at 9:00 am, held in the Conference Room East of the Admin Building.

VII. Adjournment: Motion by John, second by Brian to adjourn meeting. All in favor, so moved. Meeting adjourned at 10:49 a.m.
