DeKalb County Health & Human Services Committee met Feb. 3.

The Health & Human Services Committee of the DeKalb County Board met on Monday, February 3, 2025, in the Legislative Center’s Gathertorium in Sycamore, Illinois. Chair Rukisha Crawford called the meeting to order at 6:30 p.m. The members present were Tim Bagby, Kim Coovert, Savannah Ilenikhena, Elizabeth Lundeen, Michelle Pickett, and Chair Rukisha Crawford. Meryl Domina was absent. A quorum was established with six members present and one member absent.

Others present included Mental Health Board Director Deanna Cada and Administrative Analyst Liam Sullivan.

APPROVAL OF THE AGENDA

Savannah Ilenikhena moved to approve the agenda and Kim Coovert seconded the motion. The motion was approved.

APPROVAL OF THE MINUTES

Kim Coovert moved to approve the minutes of the January 6, 2025 meeting, Michelle Pickett seconded the motion, and the motion carried.

PRESENTATIONS/DISCUSSIONS

Senior Tax Levy Process Overview

Mental Health Board Director Deanna Cada reviewed a Powerpoint presentation and provided some history on the Senior Tax Levy and an overview of the process to determine agency funding. Cada provided details of the timeline for reviewing applications and making funding determinations. She stated that she will be providing additional assistance in navigating the online information during the March committee meeting.

RESOLUTIONS

Resolution 2025-012 – A Resolution Authorizing the Open Purchasing Order for FY2025 Health Department Related Advertising and Marketing with Shaw Media of Crystal Lake, Illinois, in the Amount Not to Exceed $112,000.

Michelle Pickett motioned to move Resolution R2025-012 to the full county board and to recommend its approval. Kim Coovert seconded the motion. After some discussion and clarification of the resolution, Chair Crawford called for a roll-call vote.

Those members voting yes were Bagby, Ilenikhena, Lundeen, Pickett, and Chair Crawford. The member voting no was Coovert. The motion carried with five members voting yes and one member voting no.

NOMINATION OF HEALTH & HUMAN SERVICES COMMITTEE MEMBER TO BE APPOINTED TO SERVE ON THE DCRNC OVERSIGHT BOARD

Chair Crawford outlined that the appointment is open to any Health & Human Services Committee member. Crawford inquired if there are any nominations. Michelle Pickett motioned that the committee nominate Chair Crawford and Kim Coovert seconded the motion. The motion carried.

NEW BUSINESS

Administrative Analyst Liam Sullivan reviewed that the DeKalb County Nursing Home Foundation was recently awarded a grant to assist with website improvements. Sullivan provided some detail on planned enhancements.

Deanna Cada fielded additional questions regarding the Senior Tax Levy process.

ADJOURNMENT

It was moved by Savannah Ilenikhena and seconded by Michelle Pickett to adjourn the meeting. The motion was carried, and the meeting adjourned at 6:53 p.m.
