PLANNING, ZONING & DEVELOPMENT COMMITTEE
a. Ordinance O2025-02—An Ordinance Approving an Amendment to a Special Use Permit to expand and continue operating an auction business at 16746 Chicago Road, in Sandwich Township. The property is zoned A-1, Agricultural District.
Gavin Specialties Inc. is seeking to expand their auction business operating at the above referenced property, with the addition of three new storage buildings and the acquisition of 7.595-acres from the neighboring farm that the business is currently leasing. Ordinance 2005-14 granted approval of a Special Use Permit for the establishment and operation of the business. As this use is only allowed as a Special Use in the Agricultural District, they are requesting approval of an amendment to their Special Use Permit for the proposed expansion. The required public hearing for the Special Use Permit was conducted by Hearing Officer Dale Clark on January 16, 2025. Mr. Clark has made his findings of fact and recommended that the Special Use Permits be granted with conditions. (Petition SA-25-01)

COUNTY HIGHWAY COMMITTEE
a. Resolution R2025-019—A Resolution Awarding purchase and installation of dump body, snow plow, frame, hydraulic system, wing, spreader, and pre-wet tank system, each on one (1) 2025 Peterbilt 548 Dump Truck as specified, to Monroe Truck Equipment, Inc., of Monroe, WI in the Amount of $168,315.00.
For the bid opening on February 27, 2025, Resolution #R2025-019 awards the low bid meeting specification out of two bidders to Monroe Truck Equipment, Inc., of Monroe, WI in the amount of $168,315.00. The estimate of cost was $180,000.00.

For the bid opening on February 27, 2025, Resolution #R2025-020 awards the low bid meeting specification out of one bidder to Uftring Chevrolet, Inc., of Washington, IL in the amount of $173,408.00. The estimate of cost was $200,000.00.

c. Resolution R2025-021—A Resolution Awarding the 2025 General County Letting in which all bids are accepted.
For the bid opening on March 6, 2025, Resolution #R2025-021 involves the establishment of prices for calendar year 2025 for Free-on-Board aggregate, patching material, hot-mix asphalt, and liquid calcium chloride for County/Road Districts. All bids are awarded and the lowest cost for each project is calculated by taking the bid price of a product and adding in the cost of travel from the quarry/plant to the job site. The estimate of cost for the County’s portion was $170,000.00 and the Road Districts’ portion was $94,500.00

HEALTH & HUMAN SERVICES COMMITTEE
a. Resolution R2025-031—A Resolution Authorizing Execution and Amendment of Federal 5311 Grant Agreement.
Voluntary Action Center operates as a purchased service provider to DeKalb County under the 5311 and Downstate Operating Assistance Program transportation grants. The Voluntary Action Center, in conjunction with DeKalb County Administration, is preparing an application on behalf of the TransVAC program to secure up to $450,695 in Federal and $1,540,800 in State of Illinois transit operating assistance. As part of the process, IDOT requires the DeKalb County Board to hold a public hearing on the project, which is scheduled to take place during the March 19th County Board Meeting, and pass a resolution that authorizes the submittal of an application for the project. This grant, under the auspices of the Federal Transit Administration’s 5311 program, offers transit operators in rural counties the ability to receive reimbursement for the costs involved in providing transportation for public ridership in the TransVAC service area.

b. Ordinance O2025-03—An Ordinance to Provide Public Transportation in DeKalb County, Illinois.
Ordinance O2025-03 states that DeKalb County wishes to provide public transportation for its citizens and become eligible for grants from the State of Illinois or any department or agency thereof, from any unit of local government, from the Federal government or any department or agency thereof. As part of the Federal 5311 Grant Application Process, this ordinance must be passed by the County Board on an annual basis to qualify for available funding.
Committee Action: The Health & Human Services Committee considered Ordinance O2025-03 on March 3rd and forwarded the Ordinance to the County Board with a favorable recommendation by voice vote, with all votes cast in the affirmative.
FACILITIES & TECHNOLOGY COMMITTEE
a. Resolutions R2025-032—A Resolution Authorizing the Procurement of an Air Conditioner Coil for the DCRNC Rooftop Unit from Helm Group in the Amount of $32,166.00.
Resolution R2025-032 authorizes the procurement of an air conditioner coil for the replacement of the coil in the rooftop air conditioner unit above the Administration wing of the DCRNC. The current coil has been experiencing issues since the middle of 2024. The coil has been leaking freon and is unable to hold temperatures inside the building. A number of temporary repairs have been made to attempt to keep the coil inside the unit operable.
The DCRNC Maintenance Supervisor solicited three quotes for the procurement for the procurement of the coil. Helm Group submitted the lowest quote in the amount of $32,166.00. The quotes are inclusive of all installation costs, including crane pricing to hoist the coil onto the roof.

a. Resolution R2025-034—A Resolution Designating an Authorized Agent of DeKalb County to Enter into Contract(s) with the State of Illinois.
State of Illinois requires a Certificate of Authority designating an authorized agent of the County of DeKalb. This Resolution authorizes the DeKalb County Administrator to enter into contract(s), to include joint participation agreements, on behalf of DeKalb County including any of its agencies or departments with the State of Illinois and any of its agencies or departments.
