Village of Hinckley Committee of the Whole met March 10.

CALL BOARD MEETING TO ORDER: Meeting was called to order by Interim Village President Quirk at 7:35 PM. Roll call was taken showing the following:
Present: Sarah Quirk, Brian Siwicki, Alyssa Prickett, Russell Kula, Steve Gayhart and Mike Constant. Quorum Established.
Absent: None
Also Present: Attorney Lundgren, Village Clerk Joan Bennett, Ceneca Wagner, Chief Gettemy, Brandon Kramer (EEI), Dale Youngers, and Members of the Public.
PUBLIC COMMENT
None.
GENERAL BUSINESS
Approval: Committee of the Whole meeting minutes from February 24, 2025 Trustee Siwicki moved to approve the minutes from February 25, 2025, and Trustee Kula seconded the motion. Roll call vote: Quirk-Aye, Siwicki-Aye, Prickett-Aye, Kula-Aye, Gayhart-Aye, and Mike Constant. Motion carried.
PRESIDENT’S REPORT
For discussion: Holiday Lights on Route 30
The Holiday Lights on Route 30 were noted to have some lights out during the holiday season last year. Ceneca Wagner noted that at least 2 incidents were light pole issues and were taken care of by village. He notes that there is a place in Oswego where new decorations can run between $1300- $2700 each. Also, Ceneca offered to check on options for new decorations and will bring it in when the new catalog arrives.
For discussion: Purchasing Policy for Contracted Employees
Trustee Gayhart stated that the policy should return to the previous format, that allows for Test, Inc. to have a limited amount of funds to be used for work needs. Trustee Constant agrees that there can be a purchasing policy for chemicals, etc. with a limited amount.
For discussion: Potential Surplus Property Ordinance
Attorney Lundgren stated that an ordinance will need to be created each time a list of items is ready for sale/disposal. The Clerk’s Office will prepare this to present to Attorney Lundgren and in turn present to the board.
For discussion: 2025 Metro West Membership
Trustee Quirk stated the Metro West Membership discussion will be moved to the next board meeting.

COMMITTEE REPORTS
Personnel
No report.
Public Safety
Trustee Prickett states that public safety information will be coming from the Railroad.
Chief Gettemy noted that the 2025 “Safety Day” with the Parks & Rec is to be scheduled for June; more information to come.
Streets & Alleys
Trustee Kula stated that street sweeping is scheduled for April 22, 2025. Chief Gettemy will send out Code Red notification.
Buildings, Grounds & Parks
For discussion: Pest Control Maintenance Contract
TJ Pest Control came to the Village Hall. Trustee Quirk suggested that he come twice a year.
Water & Sewer
For discussion: Meeting with EEI Regarding Wells 3 & 4
Trustee Gayhart stated that the meeting has been set for this coming Wednesday with Brandon Kramer (EEI) & Dale Youngers. The topics will be on current systems, radium, life expectancy of the units.
Dale Youngers states he has accepted a transfer position in Iowa. Todd Tatum will be taking over operations at the Village of Hinckley.
Finance & Economic Development
No report.
OPEN DISCUSSION
Trustee Quirk noted that there is one person running for Village President, as well as one Trustee. She will post on the website that there are positions open for the Village Board and anyone interested should reach out via email or stop at the Village Hall.
Trustee Quirk is scheduled to speak at the next school board meeting regarding Village & Service to the Village with Officer Brian.
Trustee Prickett questions if there is interest in a partnership with the school, to have a student shadow a Trustee for the board meetings. Attorney Lundgren noted that the ordinance would need to be re-written.
PUBLIC COMMENT
Larry Menz (270 E. Miller Street) stated that LRS has two recycling dates per year. He also notes that the Holiday Lights on Rt. 30 have missing lights, like the trustees miss meetings. In regard to Royal Estate questions, Mr. Menz stated that residents should be talking to the developer.
ADJOURNMENT
Trustee Quirk moved to adjourn the meeting at 8:23 PM and Trustee Gayhart seconded the motion.
Voice vote: All in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for March 24, 2025, immediately following the Regular Board Meeting.
