DeKalb County Highway Committee met March 6.

Chair Ilenikhena called the meeting to order at 6:32 p.m. and Ms. Richardson called the roll. Other Committee members present were Ms. Coovert, Vice-Chair Cozad, Ms. Emmer, Mr. Luebke and Mr. Marcinkowski. Mr. Haier was absent. The County Engineer Mr. Schwartz and Support Services Manager Ms. Richardson were also in attendance.
Approval of Agenda
Motion to approve the March 6th, 2025 Agenda made by Marcinkowski; seconded by Luebke; Motion carried by voice vote.
Approval of Minutes
Motion to approve Meeting Minutes from February 6, 2025 made by Cozad; seconded by Emmer; Motion carried by voice vote.

Resolution R2025-019— A Resolution Awarding purchase and installation of dump body, snow plow, frame, hydraulic system, wing, spreader, and pre-wet tank system, each on one (1) 2025 Peterbilt 548 Dump Truck as specified, to Monroe Truck Equipment, Inc., of Monroe, WI in the amount of $168,315.00. For the bid opening on February 27, 2025, Resolution #R2025-019 awards the low bid meeting specification out of two bidders to Monroe Truck Equipment, Inc., of Monroe, WI in the amount of $168,315.00. The estimate of cost was $180,000.00.
It was moved by Emmer, seconded by Luebke, and was carried by voice vote to forward Resolution R2025-019 to the full County Board recommending its approval.
Resolution R2025-020 – A Resolution Awarding purchase and delivery of one (1) new 2024 Chevrolet Silverado, Mechanics/Service/Crane Truck as specified, to Uftring Chevrolet, Inc., of Washington, IL in the amount of $173,408.00. For the bid opening on February 27, 2025, Resolution #R2025-020 awards the low bid meeting specification out of one bidder to Uftring Chevrolet, Inc., of Washington, IL in the amount of $173,408.00. The estimate of cost was $200,000.00.
It was moved by Luebke, seconded by Coovert, and was carried by voice vote to forward Resolution R2025-020 to the full County Board recommending its approval.
Resolution R2025-021 – A Resolution Awarding the 2025 General County Letting in which all bids are accepted. For the bid opening on March 6, 2025, Resolution #R2025-021 involves the establishment of prices for calendar year 2025 for FOB aggregate, patching material, hot-mix asphalt, and liquid calcium chloride for County/Road Districts. All bids are awarded and the lowest cost for each project is calculated by taking the bid price of a product and adding in the cost of travel from the quarry/plant to the job site. The estimate of cost for the County’s portion was $170,000.00 and the Road Districts’ portion was $94,500.00.
It was moved by Marcinkowski, seconded by Cozad, and was carried by voice vote to forward Resolution R2025-021 to the full County Board recommending its approval.
Resolution R2025-022 – A Resolution Awarding the 2025 Afton Road District Aggregate Project to Wagner Aggregate Inc., of DeKalb, IL in the amount of $29,800.00. For the bid opening held on March 6, 2025, Resolution R2025-022 involves the aggregate spread on road for the 2025 project in Afton Road District and awards the low bid meeting specifications out of two bidders to Wagner Aggregate Inc., of DeKalb, IL in the amount of $29,800.00. The estimate of cost for the Road District was $30,000.00.
Resolution R2025-023 – A Resolution Awarding the 2025 Malta Road District Aggregate Project to Wagner Aggregate, of DeKalb, IL in the amount of $28,060.00.

Resolution R2025-024 – A Resolution Awarding the 2025 Paw Paw Road District Aggregate Project to Macklin Inc., of Rochelle, IL in the amount of $49,800.00.
For the bid opening held on March 6, 2025, Resolution R2025-024 involves the aggregate spread on road for the 2025 project in Paw Paw Road District and awards the low bid meeting specifications out of one bidder to Macklin Inc., of Rochelle, IL in the amount of $49,800.00. The estimate of cost for the Road District was $51,000.00.
Resolution R2025-025 – A Resolution Awarding the 2025 Somonauk Road District Aggregate Project to Wagner Aggregate Inc., of DeKalb, IL in the amount of $98,600.00. For the bid opening held on March 6, 2025, Resolution R2025-025 involves the aggregate spread on road for the 2025 project in Somonauk Road District and awards the low bid meeting specifications out of two bidders to Wagner Aggregate Inc., of DeKalb, IL in the amount of $98,600.00. The estimate of cost for the Road District was $98,600.00
Resolution R2025-026 – A Resolution Awarding the 2025 South Grove Road District Aggregate Project to Wagner Aggregate Inc., of DeKalb, IL in the amount of $25,300.00. For the bid opening held on March 6, 2025, Resolution R2025-026 involves the aggregate spread on road for the 2025 project in South Grove Road District and awards the low bid meeting specifications out of two bidders to Wagner Aggregate Inc., of DeKalb, IL in the amount of $25,300.00. The estimate of cost for the Road District was $27,600.00.
Resolution R2025-027 – A Resolution Awarding the 2025 Squaw Grove Road District Aggregate Project to Wagner Aggregate Inc., of DeKalb, IL in the amount of $167,500.00. For the bid opening held on March 6, 2025, Resolution R2025-027 involves the aggregate spread on road for the 2025 project in Squaw Grove Road District and awards the low bid meeting specifications out of two bidders to Wagner Aggregate Inc., of DeKalb, IL in the amount of $167,500.00. The estimate of cost for the Road District was $170,000.00.
A motion to forward the six similar aggregate projects, Resolution R2025-022, R2025-023, R2025-024, R2025-025, R2025-026, and R2025-027 was made by Emmer, seconded by Luebke; carried by voice vote to forward to the full County Board recommending approval for the six Resolutions.
Resolution R2025-028 – A Resolution Awarding the 2025 County/Road Districts Drainage Pipe Project to Mid American Water, Inc., of Aurora, IL in the amount of $39,139.29. For the bid opening held on March 6, 2025, Resolution R2025-028 involves the drainage pipes utilized by the County and Road Districts during 2025 for various drainage projects. This resolution awards the low bid meeting specification out of two bidders to Mid American Water Inc., of Aurora, IL in the amount of $39,139.29. The estimate of cost for the County’s portion was $30,759.00 and the Road Districts’ portion was $4,140.00.

Resolution R2025-029 – A Resolution Awarding the 2025 Road District Crack Routing & Crack Filling Project to SKC Construction Inc., of Elgin, IL in the amount of $51,106.50. For the bid opening held on March 6, 2025, Resolution R2025-029 consists of crack routing and filling on various roads throughout DeKalb County, in Afton Road District & Sandwich Road District awards the low bid meeting specifications out of two bidders to SKC Construction Inc., of Elgin, IL in the amount of $51,106.50. The estimate of cost for the Road Districts was $41,550.00.
It was moved by Cozad, seconded by Coovert, and was carried by voice vote to forward Resolution R2025-029 to the full County Board recommending its approval.
Resolution R2025-030 – A Resolution Awarding the 2025 Afton Township Road District’s McGirr Road Ditch Grading Project to Elliott & Wood Inc., of DeKalb, IL in the amount of $193,358.60. For the bid opening held on March 6, 2025, Resolution R2025-030 involves the grading of ditches, including removal of excess and unsuitable material along McGirr Road between Howison & Waterman roads for improving storm water transmission and awards the low bid meeting specifications out of four bidders to Elliott & Wood Inc., of DeKalb, IL in the amount of $193,358.60. The estimate of cost for the Road District was $161,628.00
It was moved by Emmer, seconded by Luebke, and was carried by voice vote to forward Resolution R2025-030 to the full County Board recommending its approval.

County Engineer’s Comments
• Monthly Update on Projects
Mr. Schwartz went through several of the projects on the monthly Transportation Improvement Program, the items highlighted in red are those having updates since Committee’s last meeting.
Item #1 – Barber Greene Road Paving project has been added as a project. This will include the bike path along Barber Greene Road, being built this year, and Town of Cortland’s existing aggregate paths. This should be an IDOT June letting, using federal money from DSATS. Item #6- Howison Road Bridge – near Miller Road and close to the Afton Forest Preserve, will be redesigned for a concrete box culvert, bid letting will be about 2 years as we wait for available federal funding for construction.
Item #7 – Misc Traffic Signal Upgrade – DSATS project that benefits County Highway, City of Sycamore & City of DeKalb. One of the 3 locations is at Barber Greene Road & Peace Road. This is ComEd’s end of the line from the east and often goes unnoticed when in the wetland area, as animals cause issues for the power. Moving the traffic signal cabinet would get power to extend from the west. Downtown Sycamore will get timing and pedestrian updates as necessary. City of DeKalb’s Annie Glidden & Dresser intersection will improve with push button pedestrian phase for the children to cross the street near the school.
Item #10 – Perry Road Paving – Resurfacing from Lee County line to S First Street to upgrade to an 80,000 lb. road. IDOT is revamping and not doing TARP projects for 2025; Perry Road resurfacing pushed back to when IDOT puts the program back into effect.
Item #12 – Plank Road realignment engineering phase 1 permitting is moving forward. Item #13 – Plank Road Roundabout is in the Engineering Phase 1 which involves more of the permitting process. Comments have been addressed from the increase to $3Million cost amount stated recently. Construction should be in 2026, current lighting material are delaying other projects therefore this time frame should be assured to have goods.
Item #15 – Somonauk Road Paving – Resurfacing south of IL Route 30 to Chicago Road, will look at an IDOT June letting with a fall completion date using federal funding. In 2-3 years when TARP funding is available, the majority of Somonauk Road from IL Route 30 to IL Route 34 would benefit from additional surface layering for an 80,000 lb. listing.
• Legislative Update
Several key bills are being presented, one for example is the use of golf cart/atv on roadways with speed limits of 35 mph, gas tax, bike trail signage and a few deal with local townships. Mr. Schwartz explained the McHenry County Township Dissolution Act from several years ago that has been brought forward with bills having similar language for removing townships in Illinois by the legislature not by the voters. County Engineers do not wish for this, townships are currently making their area reps quite aware of the problems with these bills that the Governor is pushing in his budget.
• DSATS Update
DSATS staff are providing the public and public agencies with several reports and interactive inventory maps made available on the DSATS webpage. It is hoped to have extra summer help to work on the sidewalk inventory project.
• Miscellaneous Updates
Mr. Schwartz inquired with the committee if it would be okay to hold the April letting which is normally held on the last Thursday of March (27th), to Monday, March 31st. Assistant County Engineer and himself will be out of town during that spring break week and would like to push that date so they can be present for the bid opening. This will mean that the completed agenda and resolutions will not be sent until after the letting but days before the Committee meeting.
Salt requests for the 2025-2026 season are upon us to complete by the first week of April. The salt contract is part of the CMS procurement through the State therefore Certificates of Authority to order and IGA’s have been distributed to the entities that either take direct delivery or pick up at this location.
