Airport Advisory Board

The Airport Advisory Board of the City of DeKalb, Illinois, held a regular meeting on March 25, 2025, at the DeKalb Taylor Municipal Airport, 3232 Pleasant Street, DeKalb, Illinois, in the FBO West Community Hangar.

Chairman Robert Owens called the meeting to order at 5:30 p.m.

ROLL CALL

Chairman Robert Owens called the roll, and the following members of the Airport Advisory Board were present:

• Bernard Pupino (Vice-Chair)

• Derek Hiland

• Melissa Amedeo

• Scott Carlson

• Matt Duffy

Absent members: None

Also present:

• Airport Operations Manager Ben Trompeter

• Public Works Director Andy Raih

• City Manager Bill Nicklas

• Assistant City Manager Bob Redel

• City Council Member Mike Verbic

APPROVAL OF THE AGENDA

Bernard Pupino moved to approve the agenda as presented, seconded by Matt Duffy. The motion passed by a majority voice vote of those present.

APPROVAL OF THE MINUTES

Bernard Pupino moved to approve the minutes from February 25, 2025, as presented, seconded by Scott Carlson. The motion passed by a majority voice vote of those present.

PUBLIC PARTICIPATION

Bob Owens shared his interest in increasing community support for the DeKalb Taylor Municipal Airport. He suggested hosting an airshow or a similar public event to showcase the airport and raise awareness among residents. The goal is to engage the surrounding communities and highlight the value of the airport as a local asset.

OLD BUSINESS

DeKalb Taylor Solar Update

Ben Trompeter provided an update on the solar farm; the Airport Layout Plan (ALP) is in the final stages of FAA approval. SunVest has been cleared to begin ground prep but cannot start construction until full approval is received. The solar installation is planned for removal after 35 years, with the land to be returned to airport use.

Corporate Aircraft Association (CAA)

Ben Trompeter reported that as of November 2024, DeKalb Taylor Municipal Airport became a preferred FBO through a partnership with CAA, offering discounted Jet A fuel to CAA members. Since then, the airport has welcomed 20 CAA member visits, 17 of which were first-time visitors. The partnership has generated $23,474.84 in total revenue, with $21,289.56 being new revenue. Fuel sales resulted in an estimated profit of $6,800.

NEW BUSINESS

Tenant CPI Rental Increase

Ben Trompeter informed the advisory board that all DeKalb hangar tenants will see a 3.88% rent increase effective May. All tenants have been notified of the upcoming change.

Bernard Pupino moved to adjourn the meeting, seconded by Melissa Amedeo. The motion passed by a majority voice vote of those present.
