DeKalb County Highway Committee met April 3.

Chair Ilenikhena called the meeting to order at 6:30 p.m. and Ms. Richardson called the roll. Other Committee members present were Ms. Coovert, Vice-Chair Cozad, Ms. Emmer, Mr. Haier, Mr. Luebke and Mr. Marcinkowski. The County Engineer Mr. Schwartz and Support Services Manager Ms. Richardson were also in attendance.
Approval of Agenda
Motion to approve the April 3rd, 2025 Agenda made by Marcinkowski; seconded by Luebke; motion carried by voice vote.
Approval of Minutes
Motion to approve Meeting Minutes from March 6, 2025 made by Cozad; seconded by Coovert; motion carried by voice vote.

Resolution R2025-036— A Resolution Awarding the 2025 Seal Coat Project to Steffens 3-D Construction of Toluca, Illinois in the amount of $1,348,456.70. For the bid opening on March 31, 2025, Resolution R2025-036 awards the low bid meeting specification out of two bidders to Steffens 3-D Construction of Toluca, Illinois in the amount of $1,348,456.70. The estimate of cost was $1,608,267.59.
It was moved by Luebke, seconded by Haier, and was carried by voice vote to forward Resolution R2025-036 to the full County Board recommending its approval.
Resolution R2025-037 – A Resolution Awarding the 2025 Pavement Marking Project to Precision Pavement Markings, Inc., of Pingree Grove, Illinois in the amount of $277,829.60. For the bid opening on March 31, 2025, Resolution R2025-037 awards the low bid meeting specification out of three bidders to Precision Pavement Markings, Inc. of Pingree Grove, Illinois in the amount of $277,829.60. The estimate of cost was $297,563.50.
It was moved by Coovert, seconded by Emmer, and was carried by voice vote to forward Resolution R2025-037 to the full County Board recommending its approval.

Resolution R2025-045 – A Resolution Awarding the 2025 Sycamore Road District HMA Overlay Project to Curran Contracting Co., of Crystal Lake, Illinois in the amount of $282,879.57. For the bid opening on March 31, 2025, Resolution R2025-045 awards the low bid meeting specification out of five bidders to Curran Contracting Co., of Crystal Lake, Illinois in the amount of $282,879.57. The Highway Committee considered in one motion to forward the following five similar Hot Mix Asphalt (HMA) Projects, Resolutions R2025-040, R2025-042, R2025-043, R2025-044, and R2025-045 each awarded to the same Contractor. Motion by Luebke, seconded by Emmer, and was carried by voice vote to forward the five Resolutions to the full County Board recommending its approval.
Resolution R2025-041 – A Resolution Awarding the 2025 Cortland Road District HMA Overlay Project to Builders Paving, LLC, of Hillside, Illinois in the amount of $200,870.05. For the bid opening on March 31, 2025, Resolution R2025-041 awards the low bid meeting specification out of five bidders to Builders Paving, LLC, of Hillside, Illinois in the amount of $200,870.05. The estimate of cost was $269,681.50.

Resolution R2025-047 – A Resolution Awarding the Purchase of a F-150 Pickup Truck through the Suburban Purchasing Cooperative Contract, to Currie Motors Commercial Center of Frankfort, Illinois in the amount of $46,904.00. For the bid opening on March 31, 2025, Resolution R2025-047 awards the low bid meeting specification out of three bids to Currie Motors Commercial Center of Frankfort, Illinois in the amount of $46,904.00.

Resolution R2025-048 – A Resolution to Designate Glidden Road, from IL Route 64 to IL Route 72, as a Class II Truck Route. This Resolution is to execute the appropriate resolution to designate County Highway 05, Glidden Road from Illinois Route 64 to Illinois Route 72, a distance of 6.53 miles, as a Class II Truck Route highways under the Truck Access Route Program (TARP) funded with the State of Illinois.
It was moved by Marcinkowski, seconded by Luebke, and was carried by voice vote to forward Resolution R2025-048 to the full County Board recommending its approval.
Resolution R2025-049 – A Resolution in Support of a Vision Zero Action Plan Approach for Road Safety. This Resolution is to implement and support a DeKalb County Vision Zero Action Plan, to work on an equitable approach as partners with the community to reach an eventual goal of zero fatalities and severe injuries using the Safe System Approach. This plan is to support and align with the Illinois State Strategic Highway Safety Plan & the USDOT’s National Roadway Safety Strategy and Safer Roads for All.
It was moved by Luebke, seconded by Emmer, and was carried by voice vote to forward Resolution R2025-049 to the full County Board recommending its approval.

County Engineer’s Comments
• Monthly Update on Projects
Mr. Schwartz went through several of the projects on the monthly Transportation Improvement Program, the items highlighted in red are those having updates since Committee’s last meeting.
Item #1 – Barber Greene Road Paving project plans were sent to IDOT for an IDOT June letting, using federal money from DSATS and TARP. This will include the aggregate bike path along Barber Greene Road, being built this year, and Town of Cortland’s existing aggregate paths. This should be a paving project around September. Item #6- Howison Road Bridge – near Miller Road and close to the Afton Forest Preserve, will be redesigned for a concrete box culvert, the timber piles are in poor condition. Bid letting & construction will be about 1 to 2 years as we wait for available federal funding for construction.
Item #7 – Traffic Signal upgrades is a DSATS project that benefits County Highway, City of Sycamore & City of DeKalb. One upgrade is at Barber Greene Road & Peace Road where the signal box will be moved to the other side of the road. Preliminary plans being sent to IDOT, looking for a July or September letting. Each entity will be responsible for 20% share at their intersection’s upgrade.
Item #8 – Peace Road Bridge Widening over the Kishwaukee River work will begin on Monday, April 7th, 2025. It will take approx. 6 weeks to do the core out work plus widen the one shoulder where traffic will be pushed over as the contractor works on one side of the bridge until winter weather.
Item #12 – Plank Road Realignment is moving along slowly.
Item # 14 – Somonauk Road Paving project will be a June letting with fall construction timing for the section between IL Route 30 and Chicago Road. Our crews will do more preliminary work to work on leveling spots such as wheel rutting before the contractor paves. If funding is available in 2027, Somonauk Road will be repaved from IL Route 30 to IL Route 34, to upgrade to an 80,000 lb. road with paved safety shoulders.
• Legislative Update
The County Engineer’s Association have been tracking and reviewing the language in the house bills. For the moment it seems the bills to remove local Townships have been stalled, however many pertain with bicycle/bicyclist items.
• DSATS Update
Tomorrow the 25-year Long Range Plan will be available, this is updated every five years. There will be an Open House Public Outreach before the next Committee meeting on May 1st from 3:30 to 6:30 pm.
• 2024 Annual Report was available for the committee to review before this month’s board presentation.
