Village of Hinckley Board of Trustees met April 14.

Here are the minutes provided by the board:

CALL BOARD MEETING TO ORDER: Meeting was called to order at 7:00 PM by Interim Village President Sarah Quirk.

Roll call was taken showing the following:

Present: Sarah Quirk, Brian Siwicki, Alyssa Prickett, Russell Kula, and Steve Gayhart. Quorum established.

Absent: Mike Constant

Also Present: Attorney Lundgren, Village Clerk Joan Bennett, Treasurer Dave Maroo, Brandon Kramer (EEI), Dale Youngers & Todd Tatum (TEST, Inc.), and Members of the Public.

GENERAL BUSINESS

• Agenda item for discussion/approval: March 24, 2025, Regular Board Meeting Minutes

Trustee Kula moved to approve the minutes for March 24, 2025, and Trustee Prickett seconded the motion. Roll call vote: Quirk-Aye, Siwicki-Aye, Prickett-Aye, Kula-Aye, and Gayhart-Aye. Motion carried.

• Agenda item for discussion/approval: Payment of Invoices Due

Trustee Siwicki moved to approve the Payment of Invoices Due as presented, and Trustee Prickett seconded the motion. Roll call vote: Siwicki-Aye, Prickett-Aye, Kula-Aye, Gayhart-Aye, and Quirk-Aye. Motion carried.

PRESIDENT’S REPORT

For Discussion/Approval: MSI to BS&A Conversion Negotiations

Trustee Quirk is requesting approval for moving forward to enter BS&A Negotiations. Trustee Prickett motioned to approve BS&A Negotiations and Trustee Gayhart seconded the motion. Roll call vote: Prickett-Aye, Kula-Aye, Gayhart-Aye, Quirk-Aye, and Siwicki-Aye. Motion carried.

ATTORNEY’S REPORT

For Discussion/Approval: Building Code Ordinance

Attorney Lundgren stated the current codes were from 2015 and will be updated to the 2021 codes. Trustee Quirk motioned to approve the revision of Building Code Ordinance and Trustee Siwicki seconded. Roll call vote: Kula-Aye, Gayhart-Aye, Quirk-Aye, Siwicki-Aye, and Prickett-Aye. Motion carried.

For Discussion/Approval: Ordinance Surplus Property

Attorney Lundgren provided the updated Ordinance for Surplus Property. Trustee Prickett motioned for approval of Ordinance Surplus Property; Trustee Gayhart seconded the motion. Roll call vote: Gayhart-Aye, Quirk-Aye, Siwicki-Aye, Prickett-Aye, and Kula-Aye. Motion carried.

Finance and Economic Development

For Discussion/Approval: Purchasing Policy

Trustee Quirk noted a few clerical amendments that are needed to the policy. Trustee Siwicki motioned for approval - with clerical amendments- of Purchasing and Bidding Procedures, Trustee Kula seconded. Roll call vote: Quirk-Aye, Siwicki-Aye, Prickett-Aye, Kula-Aye, and Gayhart-Aye. Motion carried.

Streets & Alleys

Trustee Kula announced that Street Sweeping will be April 22, 2025, which coincides with Earth Day!

For Discussion/Approval: 2025 Road Program Bid Package, Summary & Funding of Such Brandon Kramer (EEI) stated that IDOT has approved the proposed 2025 Road Program. The bid opening will be April 29, 2025, 11 a.m. at the Village Hall. Treasurer Maroo stated that the $152,000 (MFT) has already been approved. The remaining estimated $209,000 (NTE $240,000), from the Non home Rule Sales Tax (used for infrastructure) will need to be approved.

Buildings, Grounds & Parks

For Discussion/Approval: Mowing Bids

The mowing bid was agreed upon for a two-year contract awarded to Thorp Lawn Care, LLC. The contract time frame will be for the calendar year 2025 and 2026. Trustee Siwicki motioned for approval of the Mowing Bid; Trustee Kula seconded the motion. Roll call vote: Siwicki-Aye, Prickett Aye, Kula-Aye, Gayhart-Aye, and Quirk-Aye. Motion carried.

Water & Sewer

For Discussion/Approval: Bids for Hydrant Painting

Trustee Gayhart gathered two Bids for Hydrant Painting, recommending Giant Maintenance and Restoration at $13,202 – NTE $15,000. It was noted that this has not been done as far back as anyone can remember. This is visibly important. Dale Youngers (TEST< Inc.) noted there are three hydrants that cannot be painted red. Trustee Gayhart motioned to approve the Hydrant Painting, Trustee Prickett seconded the motion. Roll call vote: Quirk-Aye, Siwicki-Aye, Prickett-Aye, Kula-Aye, and Gayhart-Aye. Motion carried.

Personnel

PUBLIC COMMENT

Emily Phillips (101 W. Lincoln Ave.) noted the lack of snow / ice removal in front of the old Fifth Third Bank location on the corner of Rt. 30 & Sycamore Street. This is a continued safety concern for customers of the businesses in the area. Attorney Lundgren stated he will find the owner & address before the winter season.

OPEN DISCUSSION

Trustee Kula suggested a letter go out to 84 Lumber regarding mowing. Trustee Quirk will send the letter.

Trustee Siwicki asked/stated the following:

- Who handles calls on abandoned or inoperable vehicles. Attorney Lundgren believes there is a general nuisance ordinance.

- How is this enforced? Attorney Lundgren stated that the PD can write a ticket. The Village can send a letter. If ignored, there can be a fine or lien, if it would come to that.

- How does the PD get their marching orders? Trustee Siwicki has offered to speak to the residents, if there is no luck then Trustee Siwicki can go to PD.

- What is the process of starting a business? Attorney Lundgren states that the person will only come to the board if zoning needs to change or needed “action.” Trustee Quirk states that the person applying needs permission from the owner to apply for a zone change. These questions would be addressed to the zoning commission.

- Is there a quarterly, or any publication from the Village that goes out to the residents? Trustee Quirk stated that there was information just put in the Hinckley Update and after the new board is sworn in, there will be a additional notification.

ADJOURMENT

Trustee Quirk moved to adjourn the meeting at 8:13 pm and Trustee Gayhart seconded the motion. Voice vote: All in favor. Motion carried. The next Regular Board Meeting will be held on April 28, 2025.
