DeKalb County Forest Preserve Operations Committee met April 24.

The Forest Preserve Committee of the DeKalb County Board met in Genoa, Illinois on Wednesday, April 24, 2025. Chair Roy Plote called the meeting to order at 6:18pm. Those Members present were Mary Cozad, Meryl Domina, Benjamin Haier, and Joseph Marcinkowski. A quorum was established with five Members present, two absent.

APPROVAL OF THE AGENDA

Porterfield moved to approve the agenda as presented. Haier seconded the motion and it was carried unanimously.

APPROVAL OF THE MINUTES

It was moved by Cozad, seconded by Porterfield and it was carried unanimously to approve the minutes of the April 9, 2025 Forest Preserve Committee Special Meeting.

PUBLIC COMMENTS

There were no public comments.

PRESENTATIONS

Monthly Reports of the DeKalb County Forest Preserve District

Forest Preserve Superintendent Terry Hannan let the Committee know that he emailed them the monthly reports and asked that they review them when they have an opportunity.

Environmental Education Update

Peggy Anesi provided the Committee with an update on the Forest Preserve District’s elementary education programs. Anesi told the Committee that the volume of students has increased tremendously due to the local school district’s attempts to standardize the opportunities provided to students.

RESOLUTIONS.

Resolution FP-R2025-08—A Resolution Approving Year-End Amendments to the FY2024 Budget.

Resolution FP-R2025-008 brings forward a number of Year-End Budget Amendments. The DeKalb County Forest Preserve Superintendent and the County Comptroller have reviewed the Year-End FY2024 account balances and have identified accounts with deficits and surpluses and have brought forth the requested amendments as a means to balance the FY2024 Budget. While they are not a requirement, staff believes that the requested amendments are necessary to demonstrate fiscal responsibility and transparency by aligning with the “best practices” of public finance.

Haier moved to forward the Resolution to the Forest Preserve District Commission. Marcinkowski seconded the motion and it was carried unanimously.

OLD BUSINESS

Superintendent Hannan let the committee know that Forest Preserve District Employee Josh Clark received an award for Environmental Science from Northern Illinois University. Additionally, Hannan thanked the committee for forwarding the resolution in support of the G2K trail project at their last meeting.

NEW BUSINESS

There were no new business items.

ADJOURNMENT

Haier moved to adjourn the meeting. Domina seconded the motion and it was carried unanimously.
