A. MOTION TO APPROVE THE CONSENT AGENDA THAT INCLUDES THE FOLLOWING ITEMS:

3. A RESOLUTION OF THE CITY OF GENOA IN SUPPORT OF THE ILLINOIS AMERICA250 COMMEMORATION

America250 was established to commemorate the United States’ 250th anniversary on July 4, 2026. This resolution formally supports the America250 Commission to commemorate our nation’s 250th anniversary and will encourage and participate in the celebration of the United States’ semi quincentennial anniversary. VII. NEW BUSINESS

A. APPROVE AND AUTHORIZE THE PUBLIC WORKS DIRECTOR TO PURCHASE A BOILER FROM MECHANICAL EQUIPMENT INC., NOT TO EXCEED $19,563.

Recently, one of the City Hall boilers began leaking significantly. Due to the boiler being over 30 years old, it was recommended to replace the boiler as repair is not fiscally responsible due to its age and condition. Multiple quotes were received with purchasing the boiler through Mechanical Equipment Inc., with contracting installation services separately being the most economical option. While this item was not specifically budgeted, there are sufficient funds budgeted for within Maintenance Equipment of the City Hall building. Additional information is provided in the packet.

B. APPROVE AND AUTHORIZE THE MAYOR TO EXECUTE A LOAN AGREEMENT WITH THE ILLINOIS ENVIRONMENTAL PROTECTION AGENCY FOR LEAD SERVICE LINE REPLACEMENT, NOT TO EXCEED $2,700,000

The City of Genoa has been awarded a $2,700,000 loan from the IEPA with a 0% interest rate to complete the replacement of all lead service lines. The IEPA requires that all lead service lines must be replaced by 2037. Accepting this loan allows the City to proactively address this requirement, ensuring compliance well ahead of regulatory deadlines while also accruing 0% interest. The annual payment for this loan is biannual payments of $45,000 which will be incorporated into future budgets of the water and sewer fund. Additional information is provided in the packet.

C. AWARD A BID TO DPI CONSTRUCTION, INC. FOR LEAD SERVICE LINE REPLACEMENT, NOT TO EXCEED $2,210,000 AND APPROVE AND AUTHORIZE THE MAYOR TO EXECUTE A CONSTRUCTION AGREEMENT WITH DPI CONSTRUCTION FOR THE LEAD SERVICE LINE REPLACEMENT PROJECT

The City collected and opened bids for the City-wide lead service line replacement project in March with the successful bidder being DPI Construction, Inc. This work will replace all 224 lead service lines throughout the City and the costs of this project are being funded by a 0% interest loan by the IEPA, subject to Council approval in Item B. While construction costs are less than the loan amount, the remaining loan balance will fund engineering costs for the project. Additional information is provided in the packet.
