Special Forest Preserve Committee Minutes
The Forest Preserve Committee of the DeKalb County Board met at Sycamore on Wednesday, July 23, 2025. Chair Roy Plote called the meeting to order at 6:00pm. Those Members present were Mary Cozad, Benjamin Haier, Joseph Marcinkowski and Chris Porterfield. A quorum was established with five Members present, two absent. Tim Hughes arrived at 6:02pm.
APPROVAL OF THE AGENDA
Porterfield moved to approve the agenda as presented. Marcinkowski seconded the motion and it was carried unanimously.
APPROVAL OF THE MINUTES
It was moved by Cozad, seconded by Haier and it was carried unanimously to approve the minutes of the May 22, 2025 Forest Preserve Committee Meeting.
PUBLIC COMMENTS
There were no public comments.
PRESENTATIONS
Quarterly Reports of the DeKalb County Forest Preserve District
Forest Preserve Superintendent Terry Hannan let the Committee know that the Quarterly Reports of the Forest Preserve District have been emailed to the Committee.
FY2026 Budget Discussion
Hannan told the Committee that the Forest Preserve Budget for FY2026 will be a flat budget which is in line with what Interim County Administrator Derek Hiland is preparing for the County’s FY2026 Budget. Hannan stated that the budget will be presented at the August Committee meeting and will be ready to place on file for public inspection in September.
EXECUTIVE SESSION
Porterfield moved to enter into Executive Session at 6:14pm for the purpose of discussing Land Acquisition per 5ILCS120/2(c)(5). Hughes seconded the motion and it was carried by a 6-0 roll call vote.
The Committee entered back into open session at 6:42pm.

There were no New Business Items.
ADJOURNMENT
Haier moved to adjourn the meeting. Marcinkowski seconded the motion and it was carried unanimously.
