City of Sandwich City Council met Aug. 4.
Here are the minutes provided by the council:
1. Call to Order: Mayor Latham called the meeting to order at 8:31 PM
2. Roll Call
Present: Mayor Latham, City Clerk Ii, Aldermen Arnett, Chunn, Danko, Erickson, Inman, Ketchum, Kreinbrink, & Robinson
Also present: Attorney Gottschalk, City Treasurer Koehler, Chief Senne & SEMA Director Eberle Absent: City Administrator Penman
Quorum established
3. Audience Comments: None
4. Consent Agenda:
Motion to adopt the Consent Agenda as a whole. (All matters listed are considered to be routine by the City Council and will be enacted by one motion. If discussion is desired, that item will be removed from the Consent Agenda and considered separately).
A. Approval of Committee-of-the-Whole Meeting Minutes of July 7, 2025
B. Approval of Minutes for the Regular Council Meeting of July 7, 2025
C. Approval of Committee-of-the-Whole Meeting Minutes of July 21, 2025
D. Approval of Minutes for the Regular Council Meeting of July 21, 2025
Alderwoman Inman made a motion approving the Consent Agenda. Motion seconded by Alderman Chunn Motion carried unanimously on voice vote
5. Mayor’s Report: No Report
6. Attorney’s Report: No report
7. City Clerk Ii: No Report
8. Treasurer Koehler reported minor irregularities that she is investigating, and higher than expected expenses, but expected improvements after contract reviews.
9. City Administrator Penman: Absent
10. City Department’s Reports: SEMA Director Eberle reminded everyone that outdoor warning sirens will be tested tomorrow at 10 AM.
11. Council Reports:
Alderman Arnett commented on an audience comment regarding R3, which stands for restore, reinvest, and renew. He has been looking into it, and does not know why Sandwich was placed on the list.
Alderwoman Erickson requested Executive Session for personnel at the end of the meeting
Alderman Kreinbrink had a chat with audience member, Becky Nelson, during the break between meetings regarding R3. It appears the data is old and skewed, adding that Ms. Nelson has placed a FOIA request to find out where this information was initially obtained.

13. New Business
A. Semi-Monthly Bills: Motion requested approving payment of semi-monthly bills totaling $185,962.91. Finance Chair Alderwoman Erickson advised the approved amount to be approved as been amended to $180,183.10.
Alderwoman Erickson made a motion approving payment of semi-monthly bills, as amended, the amount of $180,183.10. Alderman Robinson seconded. Aye: Aldermen Arnett, Chunn, Danko, Erickson, Inman, Ketchum, Kreinbrink & Robinson Nay: 0 Motion carried unanimously
B. Resolution 25-11 entitled “A Resolution Amending the City of Sandwich Personnel Manual (Section 3 (E) Travel Expenses). Mayor Latham explained that this matter will not be considered at this time, and will require additional work.
C. Electric Vehicle Charger Location: Mayor Latham set aside this topic until additional information is provided for Council’s review.
D. Police Vehicle Replacements: Mayor Latham advised that a motion would be required to unrestrict $75,000 from the budgeted line item. A second motion would then be required stating how many vehicles are to be purchased.
Alderman Kreinbrink moved to remove the restriction for $75,000 from the budgeted restricted line item. Alderwoman Inman seconded. Aye: Aldermen Arnett, Chunn, Danko, Erickson, Inman, Ketchum, Kreinbrink & Robinson Nay:0 Motion carried 8:0
Motion made by Alderman Kreinbrink to accept Chief Senne’s proposal for four SUV’s to be purchase through Sutton Ford, including upfitting not to exceed $75,000 annually on a lease-to-own basis. Seconded by Alderman Arnett. Aye: Aldermen Arnett, Chunn, Danko, Erickson, Inman, Ketchum & Kreinbrink Nay: Alderman Robinson Motion carried 7:1
14. Announcements:
A. Next Finance Committee Meeting will be held on Monday, August 18, 2025 at 6:30 PM.
B. The next Committee-of-the-Whole Council Meeting will be held on August 18 at 7:00 PM followed immediately by the Regular Council Meeting.
C. Technology Committee will meet on August 14, 2025 at 6:00 PM
D. Historical Preservation Committee will meet on August 14, 2025 at 6:45 PM, or immediately following the Technology Committee Meeting
E. The next Citizens Advisory Committee Meeting will be held on August 14, 2025 at 7:30 PM, or immediately following the Historical Preservation Committee Meeting
15. Executive Session:
Alderwoman Erickson made a motion, at 8:40 PM, to go into closed session for personnel under 5 ILCS 120/2(c)(1) “The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity”. Motion was seconded by Alderman Robinson Aye: Aldermen Arnett, Chunn, Danko, Erickson, Inman, Ketchum, Kreinbrink & Robinson Nay:0 Motion carried
Attorney Gottschalk announced that no action would be taken resulting from the closed session.
Motion made by Alderwoman Erickson to return to regular session at 8:50 PM. Alderman Robinson seconded. Aye: Aldermen Arnett, Chunn, Danko, Erickson, Inman, Ketchum, Kreinbrink & Robinson
15. Adjournment: Motion made by Alderman Robinson to adjourn at 8:51 PM. Motion was seconded by Alderwoman Erickson. Motion passed unanimously on voice vote.
