City of Sycamore City Council met Aug. 4.

Here are the minutes provided by the council:

ROLL CALL

Mayor Braser called the meeting to order at 6:00 p.m. and City Clerk Mary Kalk called the roll. Those Alderpersons present were Ben Bumpus, Nancy Copple, Alicia Cosky, Chuck Stowe, Marvin Barnes, and Alan Bauer. Alderpersons Mike Rodriguez and Virginia Sherrod were absent. Attorney Keith Foster was also present.

APPROVAL OF AGENDA

MOTION

Alderperson Copple motioned to approve the agenda and Alderperson Cosky seconded the motion.

ROLL CALL VOTE

Mayor Braser called for a roll call vote to approve the motion. Alderpersons Bumpus, Copple, Cosky, Stowe, Barnes, and Bauer voted aye. Motion carried 6-0.

AUDIENCE TO VISITORS

Mary Sharp, 129 N. California St, stated that she was hit by a car and plead with the council to find ways to make Sycamore safe again.

CONSENT AGENDA

A. Approval of the Minutes for the Regular City Council Meeting of July 21, 2025.

B. Payment of the Bills for August 4, 2025, in the amount of $1,634,387.80.

MOTION

Alderman Bauer motioned to approve the Consent Agenda and Alderman Stowe seconded the motion. Alderman Bumpus asked for clarification on the payment of approximately $248,000 for fraud funds.

Alderman Bauer said the person was defrauded out of money. The police detectives caught them, got the money back, and deposited it. This is the return of the money which is a “pass-through”.

Mayor Braser called for a roll call vote to approve the motion. Alderpersons Bumpus, Copple, Cosky, Stowe, Barnes, and Bauer voted aye. Motion carried 6-0.

RESOLUTIONS

A. Resolution No. 1017 – A Resolution Approving an Agreement with the Illinois Department of Transportation to Commit Local Funds for the City of Sycamore’s Portion of a DSATS Traffic Signal Project.

City Manager Michael Hall said that this pertains to a multi-jurisdictional traffic signal improvement project coordinated through DSATS (DeKalb Sycamore Area Transportation Study). This will improve signals along Route 64 between and including Main Street to Sacramento Street. The total cost of the project is about $300,000 with 80% being funded by the Federal Government and 20% being funded by the city for the local share or $59,995.04.

MOTION

Alderman Stowe motioned to approve Resolution 1017 and Alderman Barnes seconded the motion. ROLL CALL VOTE

Mayor Braser called for a roll call vote to approve the motion. Alderpersons Bumpus, Copple, Cosky, Stowe, Barnes, and Bauer voted aye. Motion carried 6-0.

CONSIDERATIONS

A. Consideration of an Administrative Recommendation to Award a Contract in the Amount of $72,250.00 to Patriot Pavement Maintenance of Wheeling, IL for the 2025 Cracksealing Project and authorizing staff to extend the contract value to $100,000.00 to match the total budgeted amount.

City Manager Michael Hall said that this is a 2025 budgeted item covering 25 roads. It was competitively bid and the lowest bid came in at $72,250 but are asking for the full $100,000 to extend the work.

Alderman Bumpus motioned to approve the Consideration and Alderperson Copple seconded the motion. ROLL CALL VOTE

Mayor Braser called for a roll call vote to approve the motion. Alderpersons Bumpus, Copple, Cosky, Stowe, Barnes, and Bauer voted aye. Motion carried 6-0.

B. Consideration to Acquire and Upfit a 2025 Toyota Camry for the Police Investigations Division in the Amount of $32,981.48.

City Manager Michael Hall said that this is a 2025 budgeted item replacing a 2016 Impala. Budgeted at $40,000, the department was granted an opportunity to acquire a seized 2025 Camry (with 2,200 miles) valued at $31,000. Paying off and up-fitting the vehicle is $32,981.48 in total or about $7,000 less than the budgeted amount.

MOTION

Alderperson Copple motioned to approve the Consideration and Alderman Barnes seconded the motion.

ROLL CALL VOTE

Mayor Braser called for a roll call vote to approve the motion. Alderpersons Bumpus, Copple, Cosky, Stowe, Barnes, and Bauer voted aye. Motion carried 6-0.

Alderman Stowe motioned to adjourn the meeting at 6:12 p.m. and Alderperson Copple seconded the motion.

VOICE VOTE

Mayor Braser called for a voice vote to approve the motion. All Alderpersons voted aye. Motion carried 6-0.
