DeKalb County Emergency Telephone System Board met Sept. 17.
Here are the minutes provided by the board:
1. CALL TO ORDER
Chairman Leverton called the meeting to order at 3:07pm.
a. Board Members Present:
Byrd, Howieson, McAllister, Plote, Rood, Senne, Willis, Leverton.
b. Board Members Absent:
Bomar, Gilmore
c. Guests Present:
Sean Woyna, DeKalb Police Dept
d. Also Present:
Becky Springer, DeKalb County Treasurer; Heather Butler, 9-1-1 Coordinator
2. Agenda
a. Chairman Leverton asked for any amendments to the agenda. A motion was then made by Byrd to approve the agenda, seconded by Senne. The motion passed.
3. Approval of the Minutes:
a. A motion to approve the minutes of August 13th, 2025, meeting minutes was made by Byrd and seconded by Senne. The motion passed
4. Public Comment: None
5. Treasurer’s Report:
a. Treasurer’s Report:
i. Report presented by Treasurer Springer, a motion to approve the August 2025 monthly report made by Rood and seconded by Byrd. Motion passed
b. Approval of September 2025 Bills:
i. Bills were presented by Butler. A motion to pay the September 2025 bills as presented was made by Plote, seconded by McAllister. A roll call vote was taken Byrd – Y, Howieson, McAllister, Plote – Y, Rood – Y, Senne – Y, Willis – Y, Leverton - Y. Motion passed.
6. CAD Committee Update
a. Butler advised demos were done with the 2 finalists, the committee will be reviewing the evaluation forms from attendees and talking next steps. Rood thanked everyone who donated time to attend these demos.
7. 2026 Budget Committee –
a. Discussion on the SPC already being in place, possibly combine for this year. Rood moves to have SPC handle budget work for FY26, seconded by Byrd. Motion passed.
8. Grant Status –
a. Butler advised there is no update, waiting on a kickoff call with the vendor.
9. Legislation –
a. Butler advised there has been no movement or new sponsors on either surcharge bill.
b. The SAB didn’t meet in August due to quorum, 3 vacancies currently. They did meet this past Monday for over 3 hours. Review of all draft rules, hopeful that 1234 and 1326 are nearly complete, accepting additional comments on 1325 but hope to have all 3 to JCAR by end of the year.
c. For CESSA the SAV meeting was in person in Joliet earlier this month, Butler attended as a RAC co-chair and asked to contribute. More thorough updates on the pilots were given, the IRLB changes were approved and now referred to as Illinois Rish Level Matrix. Implementation to start for other PSAPs to meet the 2027 deadline.
d. The federal SAVES Act passed the senate, huge for TC reclassification. Needs to pass the house.

11. Coordinator’s Report –
a. Butler advised the Sandwich fair was well attended this year.
b. Butler noted there was conversation on the surcharge decrease from ISP, submission from a carrier was allocated wrong. They are working to correct this.
c. Butler will be out of office in Springfield at the beginning of October and then at NENA JCM.
d. Leverton shared tech issue that occurred recently at the city. TC’s were able to sign in and work at county, thanked them for hosting. Rood advised he has made some notes on some things to work out for future. CAD project will help. Howieson questioned cloud CAD and how that would react if this happened again. With the help of multiple data farms we would still operate and be backed up, per Rood.

a. October ETSB Meeting date –
i. McAllister moved to change the October meeting date to the 15th, seconded by Byrd. This motion passed.
14. ADJOURNMENT- Senne moved to adjourn the meeting, and the motion was seconded by Byrd. The meeting was adjourned at 3:39pm.
