Village of Hinckley Board of Trustees met Sept. 22.

Here are the minutes provided by the board:

CALL BOARD MEETING TO ORDER: Meeting was called to order at 7:00 PM by Village President Quirk.

Roll call was taken showing the following:

Present: Sarah Quirk, Russell Kula, Brian Siwicki, Steve Gayhart, Jamie Whitlock, Eddie Cullins, and Alyssa Prickett. Quorum established.

Absent: none.

Also Present: Attorney Lundgren, Village Clerk Joan Bennett, Treasurer Dave Maroo, Police Chief Gettemy, Ceneca Wagner (PW), Brandon Kramer (EEI), Todd Tatum (TEST, Inc.) and Members of the Public.

PUBLIC COMMENT on Agenda Items Scheduled for Action Only

GENERAL BUSINESS

• Agenda item for discussion/approval: September 8, 2025, Regular Board Meeting Minutes

Trustee Kula moved to approve the minutes for September 8, 2025, and Trustee Gayhart seconded the motion. Roll call vote: Cullins-Aye, Siwicki-Aye, Prickett-Aye, Kula-Aye, Gayhart-Aye, and Whitlock-Aye. Motion carried.

• Agenda item for discussion/approval: Payment of Invoices Due

Trustee Siwicki moved to approve the Payment of Invoices Due as presented, and Trustee Cullins seconded the motion. Roll call vote: Siwicki-Aye, Prickett-Aye, Kula-Aye, Gayhart-Aye, Whitlock-Aye and Cullins-Abstain. Motion carried.

PRESIDENT’S REPORT

For Discussion/Approval: Non-Home Rule Funds for Road Program 2025

Trustee Siwicki moved to transfer non-Home Rule funds of $125,003.75 to Road and Bridge for the 2025 Road Program. Trustee Whitlock seconded the motion. Roll call vote: Prickett-Aye, Kula-Aye, Gayhart-Aye, Whitlock-Aye, Cullins-Aye, and Siwicki-Aye. Motion carried.

Without objection from the board, President Quirk granted the Road Closure permit for resident Whitlock for Friday, September 26, 2025, from 5:30-10:30 for Sycamore to Oak Streets. Kula asked Whitlock to notify Hinckley Fire Department. Chief Gettemy stated he would issue a Code Red to notify citizens of deferred traffic streets.

ATTORNEY’S REPORT

No report.

CLERK’S REPORT

Clerk wanted to remind all that the next meeting will be held on TUESDAY, October 14, 2025, not on a Monday.

ENGINEER’S REPORT

2025 MFT Program – Pay Est. No. 2

The approval for payment to the Contractor was given in the packet of Payment of Invoices Due.

TREASURER’S REPORT

Treasurer Maroo dispersed the August 2025 Monthly Treasurer’s Report. Also, attached in the final packet, was the Summary of Funds. Maroo noted routine audit adjustments need to be made.

COMMITTEE REPORTS

Public Safety

No report.

Chief noted that everything is “good to go” for Homecoming festivities this week.

Finance and Economic Development

For Discussion/Approval: Village Pumpkin Display

Trustee Siwicki has spoken with the library, and they have agreed to provide window space for a display of 100-120 pumpkins. There will be a “drive-up, pick-up” at the Village Hall on Saturday, 10.18.25. The pumpkin drop off will then be from 12N – 3:00 pm on Sunday, October 26. Pumpkins will be on display Monday-Thursday with pick-up on Thursday evening, the 30th from 6-8. Siwicki motioned for approval of the Village Pumpkin Display, NTE $1500 which provides for lumber to make risers and cost of pumpkins. Trustee Cullins seconded the motion. Roll call vote: Kula-Aye, Gayhart-Aye, Whitlock-Aye, Cullins-Aye, Siwicki-Aye, and Prickett-Aye. Motion carried.

Streets & Alleys

For Discussion/Approval: 2025 Fall Sidewalk Program Removal & Replacement Trustee Kula motions to approve the invoice to Elliot Construction for the Fall Sidewalk Program, NTE $22,000. Trustee Cullins seconded the motion. Roll call vote: Gayhart-Aye, Whitlock-Aye, Cullins-Aye, Siwicki-Aye, Prickett-Aye, and Kula-Aye. Motion carried.

PUBLIC COMMENT

Bob Prichard noted the Historical Society will be having its Annual Meeting & Elections on September 29th. HBR Alumnae, Jennifer Hintzsche Westphal will be speaking. She has received the 2024 Innovation Award from Time Magazine.

October 12, 2025, will be the Cemetery Walk at 3:00 pm at Immanuel Lutheran Cemetery.

The Planning Commission / Zoning Board of Appeals (PCZB) will be holding its regular meeting on October 6, 2025, beginning with the Public Hearing at 7 pm to consider zoning for Body Art.

Also, Prichard noted that the DeKalb County Board has acquired 28 acres of community forest preserve that could eventually connect to Village Parks.

OPEN DISCUSSION

Trustee Kula questioned a potential inoperable vehicle on Garfield. Kula asked if the letter went out to the resident about cars and fencing. Attorney Lundgren did not hear anything from the resident and no additional complaints were received by the Village.

Trustee Kula also asked about an “Old Business” list. Clerk Bennett asked for it to be possibly in an Excel format where all can make additions/updates. Trustee Whitlock stated that we could work on this using a SharePoint list where notes can be added.

ADJOURMENT

President Quirk asked to adjourn the meeting at 7:52 pm. Trustee Siwicki motioned to adjourn, and Trustee Prickett seconded the motion. Voice vote: All in favor. Motion carried. The next Regular Board Meeting will be held on October 14th, 2025.
