Illinois legislators introduce new bills targeting human trafficking

Human trafficking remains a significant issue in Illinois, with the National Human Trafficking Hotline reporting 287 cases from the state in 2022. These reports led to the identification of 199 victims, though experts believe many more cases go unreported due to the hidden nature of this crime.

Illinois ranks tenth nationwide for human trafficking reports, a concerning statistic given its central location and extensive transportation network, which traffickers use to move victims. The 2023 Shared Hope International Report Card on Child and Youth Sex Trafficking highlighted failures in Illinois's systems for identifying and supporting trafficking survivors.

Vulnerable groups such as children, foster youth, and homeless individuals are disproportionately affected by trafficking. The Chicago metropolitan area is noted as a hotspot for forced labor and sexual exploitation.

In response to these issues, the "Protect Victims of Human Trafficking Legislative Package" was introduced by Representatives Nicole La Ha, Jeff Keicher, Jennifer Sanalitro, and Brad Stephens. This package aims to protect survivors and hold offenders accountable through several bills:

- HB 5134: Sponsored by Representative Nicole La Ha (82nd District), seeks amendments to include offenses like trafficking in persons under the Sex Offender Registration Act.

- HB 5466: Also sponsored by La Ha, removes affirmative defenses for those accused of patronizing minors engaged in prostitution.

- HB 5467: Sponsored by La Ha as well, eliminates statutes of limitations for prosecuting minor-involved trafficking offenses.

- HB 5465: Sponsored by Representative Jeff Keicher (70th District), allows trafficked minors to seal or expunge juvenile records.

- HB 5468: Sponsored by Representative Jennifer Sanalitro (48th District), provides an affirmative defense for trafficked victims committing crimes under duress.

- HB 5469: Also sponsored by Sanalitro, establishes protective orders against traffickers.

- HB 5470: Sponsored by Representative Brad Stephens (20th District), includes "patronize" as an offense related to involuntary sexual servitude of minors.
